There's something I don't understand here. Will the govt pay there touts for the rest of their lives? Or there is a limit/time frame for the payments?

The amnesty is a programme, and it has an end. After their training, it is believed that the ex-militants will be able to fend for themselves. Some are doing that already.

The movie directors are doing a good job. actors are doing even better. the general populace is fully entertained (besides those directly affected). after all is said and done, directors and major actors get paid, while me an u go still dey here dey insult ourselves for nairaland. grin

They were said to have been conveyed in two luxury bus owned by transport companies located in the South-eastern Nigeria.

One of the victims, who pleaded anonymity, claimed they were wandering in the desert for the past three weeks before they were apprehended by Immigration officials at the Niger-Nigerian border.

conclusion: They got apprehended, and the "apprehenders" hired 2 luxury buses owned by transport coys located in south-eastern Nigeria.

Wonderful, now the US can spy a lot more effectively on the member-states of this new organisation.  What happened to INTERPOL? Strengthening INTERPOL would have been a more pragmatic approach to counter-terrorism in my opinion.

Like they're not already EFFECTIVELY spying on us
