Wait, are you saying he has completed all the half salaries he started paying last year ? Said the governor is running a transparent government so people are not complaining ? Bro, are you okay at all ? I know how much different people give every month to support other family friends in that particular state. Something that started when this man began paying half. Market people who earlier supported him are now complaining of no sale. A state full of useless educated coward men who couldn't support the female judge who dared Aregbe to give account of how he's spending money. The house assembly can't confront him because they are all APC. What did he use all the billions of naira he collected as loans for ? Constructions ? Their NLC chairman is nothing but a dog who obeys only his master.

Politics / Osun Follows CBN Guideline In Disbursing Bailout – Banks, Labour by Malikko(m): 1:59pm On Dec 10, 2016
Labour unions and recipient Banks of the N34.5 billion bailout funds given to Osun State government have declared that the fund was exclusively used for payment of arrears of salaries, allowances in line with the Central Bank of Nigeria’s (CBN’s) guidelines and directives.

In a statement by the Chairman, House Committee on Information and Strategy, Olatunbosun Oyintiloye, the representatives of the banks, Adebayo Yakub (First Bank), Musbau Oyeniran (Wema Bank) and Ola Adedeji (Zenith Bank) – and the labour leaders made the declaration while testifying before the State House of Assembly during the probing into the concessionary loan, popularly referred to as bailout fund at a special plenary on Wednesday.
This was as the Accountant-General of the State, Akintayo Kolawole and the labour leaders said, the pension arrears were not captured in the bailout fund but the Governor, Ogbeni Rauf Aregbesola, in his magnanimity and agreement with labour decided that the pensioners, having served the state diligently, must be included in the disbursement of the fund.
The Assembly had directed some government officials, labour unions and relevants organisations to appear before it for the probe of the fund given to state by the Federal Government, subject to a motion by one of the lawmakers, calling for the probing of the fund.
According to the statement, the representatives of the three banks involved told the Osun legislators that, “We can confirm that we followed the CBN guidelines in the way and manner the bailout loan was disbursed. All the payment we made on the bailout fund were for salaries, allowances and pensions.
“The figures shown by the Accountant General and permanent secretary, Local Government affairs, were correct. We can also confirm that the balance shown are the balance figures in the banks.”
Also, the Chairman, Nigeria Labour Congress (NLC), Jacob Adekomi and his counterparts from the Joint negotiation Council (JNC), Bayo Adejumo, Nigeria Union of Local Government Employees (NULGEE), and Nigeria Union of Teacher (NUT), Wakeel Amuda, according to the statement, confirmed that they monitored the fund and found that it was used for salary, allowances and pensions.
They said, the labour unions and the state government agreed on how to spend the bailout fund and the government respected the agreement by spending the fund in line with the CBN guidelines.
According to each of them, pensioners were not captured in the fund released to the state government, but they prevailed on the governor and had an understanding to include the pensioners, which the governor magnanimously agreed.
The labour leaders confirmed that the government set up a committee, headed by the first NLC President, Comrade Hassan Sunmonu, with labour unions and other stakeholders as members to monitor the fund and the revenue from other sources, saying this has given them the opportunity to monitor the transactions.

Politics / Press Statement From The Federal Ministry Of Finance On Reimbursement To States by Malikko(m): 8:19pm On Dec 02, 2016
State Governments have submitted to the Federal Government (FG), claims of over-deductions for external debt service arising between 1995 and 2002 as a result of First Line Charge deductions from the Federation Account Allocation Committee (FAAC) allocations.
These debt service deductions are in respect of the Paris Club, London Club and Multilateral debts of the FG and States. While Nigeria reached a final agreement for debt relief with the Paris Club in October 2005, some States had already been overcharged.
On the request by State Governments for a refund of amounts owed by the Federal Government, Mr. President directed that claims be subject to verification by the Debt Management Office and a team was established and given the mandate to scrutinise claims and reconcile with available records. The brief for the team was also extended to include a review of interim payments made under previous administrations.
Work has commenced to resolve each State Government’s claim and the exercise is expected to take approximately 12 months. The exercise will be thorough, including a complete reconstruction of records dating back to the period in question.
In the interim however, State Governors have continued to appeal for release of payment on the grounds of fairness because some States had already received refunds under previous administrations.
The Federal Government has reached a conditional agreement to pay 25% of the amounts claimed subject to a cap of N14.5 Billion to any given State. Balances due thereafter, will be revisited when fiscal conditions improve.
Mr. President’s overriding concern is for the welfare of the Nigerian people considering the fact that many States are owing salaries and pension, causing considerable hardship.
Therefore, to ensure compliance with the directive that a minimum of 50% of any amount disbursed is dedicated to this, funds will be credited to an auditable account from which payments to individual creditors would be made. Where possible, such payments would be made to BVN linked accounts and verified.
Due to the fact that reconciliation is still on-going and the final outcome might show an under or overstatement of claims, an undertaken has been signed by State Governors, declaring that in the event the amount already paid exceeds the verified claim, the surplus would be deducted directly from the State’s monthly FAAC allocations.
The total amount approved by the President is N522.74 Billion and is to be paid in batches. The first batch of N153.01 Billion is currently being processed for release to 14 State Governments.
The release of these funds is intended to support the fiscal stimulus programme of the President Muhammadu Buhari led administration to provide direct stimulus through Government spending.
It is particularly aimed at boosting demand at consumer level and reversing the slowdown in economic activity.

Agriculture / German Training: Osun Youths Return To Nigeria, Pledge To Make Huge Impact On by Malikko(m): 10:40pm On Sep 12, 2016
Osun State youths newly trained in agricultural production in Germany returned to Nigeria at the weekend with a promise to create a huge impact in the agriculture and general food production sector of the country.
The youths, numbering 20, arrived into the waiting hands of officials of the Osun State Ministry of Agriculture, Food Security and Youth Engagement.

They came in through the Muritala International Airport, Ikeja, Lagos.
The youths, who were sponsored to Germany by the state government, gave the assurance that they would deliver on their training mandate on their arrival in Osogbo, the state capital, after their two months trip abroad.
It would be recalled that the state government had previously in 2013 sponsored 20 youths to Germany on the need to acquire knowledge in modern agricultural practices with greater impacts in various aspects of agriculture in the state since the team arrived.
This initiative was part of the state’s resolve to banish hunger, enhance wealth through massive increase in food production and agriculture and as well providing assistance and support to farmers in finding and exploiting profitable agricultural practices.
The leader of the youths, Adebayo Waheed Adekunle, who described the initiative as timely, necessary and wise intervention, said the team was ready to bring about the development needed in agriculture.
Adekunle said every member of the team was also ready to translate the experiences they gathered in the course of the training to effect greater agricultural production.
The captain of the team, who described agriculture as the only feasible and workable alternative to crude oil, said the time has come for all and sundry to rise to the occasion and invest hugely in agriculture.
He called for better orientation capable of creating worthy environment for agriculture to thrive, adding: “There is a need to transit from primitive farming method to modern way of practising agriculture.”
Adekunle, who identified contemporary knowledge as the key to successful agricultural practices, said the time has come for every farmer to invest in knowledge-based agriculture.
He said agricultural practice has gone beyond physical manual method, hence called for the need to transit to scientific system, which, according to him, has the capacity to bring the desired result.
According to him: “This trip is an eye opener to modern agricultural methods as we were trained in different aspects of agriculture vis-a-vis technological implications in farming.
“We have been exposed to secrets in agriculture as per how one can improve geometrically on his yields, inputs and outputs easily and professionally.
“I am saying this because we have been made to know that agriculture has gone beyond traditional manual method but rather highly advanced system, which only required knowledge not unwarranted stress.
“Knowledge rules the world and as such we are ready to put things in the right perspective to turn around agriculture in the state by ensuring that what we learnt brings positive impacts in the lives of the teeming youths and other farmers.”
Adekunle called on the youth to see the need to go back to agriculture instead of relying on white collar jobs that are not existed.
Adekunle, who expressed the hope in the better improvement of the nation’s economy, said: “With agriculture, Nigeria can be great again.”

Politics / Press Release: Can’s Allegation Against Government Over Court’s Judgement by Malikko(m): 9:37am On Jun 11, 2016
Press Release: CAN’s Allegation against Government over court’s Judgement on the wearing of hijab in Public schools is unfortunate!

It has come to the notice of the State Government of Osun that the Christian Association of Nigeria (CAN) alleged that the judgment of the High Court of the State in favour of the right of female pupils to wear hijab in public schools was masterminded by the State Government.

While we consider this to be unfortunate, we hasten to remind all religious groups, Christians, Muslim and traditional religion worshipers that the Judiciary is an independent arm of Government that is responsible and not under the control of the Executive in anyway.

2. We must state that it is unfortunate and very sad that a body of religious leaders could level such an allegation without any proof or evidence. It is a fundamental principle of law that he who asserts carries the burden of proof which CAN has failed to discharge in the present circumstances! It is unbecoming of any party to a suit to engage in casting aspersions on the Judiciary, deriding the rule of law and challenging constituted authority, particularly when there is a Right of Appeal guaranteed by the Constitution of the land. This is an option we are aware CAN has already settled for having filed a Notice of Appeal in the Court of Appeal on the same matter.

3. For avoidance of doubt, it is the right of any aggrieved party who is dissatisfied with the judgement of the Court to Appeal. Both parties should remember that the Government was a defendant in the suit and has remained neutral on the issue even before the court. The Government should, therefore, not be dragged into the matter, as it will continue to maintain its neutrality in matters of this nature, preferring to maintain and promote our roles in the interest of all regardless of their religious affiliations.

4. The State Government of Osun hereby urges all people of good conscience to ensure the maintenance of peace in our dear state progress and development can never be achieved in the midst of rancour and denigration of the rule of law.

5. I thank you.
