aieromon: I followed instructions on their website and made payment for a renewal licence on the 30th of January (I didn't select data capture, thanks to the OP for the tip). I went to the FRSC FCT office three days later and the payment/acknowledgment slip was signed by the VIO officer on duty. I was told to come back in 2 weeks time whether I receive a SMS or not. I waited for a month and went back to check. Voila, the licence was ready!

I don't know about Germany or Turkey but the beautiful thing is that you can use your normal Driver's License in the United States. I've used mine in both California and Florida without any issues.

Oyibo! That's a lot of English. The OP has every right to be upset though. Even if he only invested N5,000. Considering the hassle they put you through (you can only withdraw on certain days, you need to get stamped bank statement, etc.) Then all of a sudden, radio silence for 4 months. Not acceptable from any legit business. If a bank did that, we'd bring down fire and brimstone in the banking hall and fill newspaper pages with calls for CBN to step in.
chukel: yesterday, the 5th of July, I got a message from FRSC to come collect my licence with evidence of tax payment. I must say it's exactly 2 months from the date I applied. So from my experience, apply online for renewal, choose no capture. Print the acknowledgement form, use it till you are told to come collect ur licence. No need to go to their office for anything other than collecting the licence when ready.

Now for the international passport renewal process to become just as seamless.
chukel: I had a new experience. I did everything online. Paid online. But I chose no capture. On getting to FRSC bayelsa, they said it was pointless coming to them since I chose no data capture. They said the printed forms will serve as my temporary licence and my renewed licence will come directly to them. They would send me sms. I was stopped both by FRSC and police at different check points. Presented the paper and it was accepted. So in essence it was only the 10, 350 which is the normal fee for 5yrs, I paid. No vio, no capture. No passport, nothing.

Process Went to the official drivers license website Filled it and I chose renewal for 3 years I chose the option not to be re-captured ( my fingerprints are still the same)
Was told on the site total fee is 6,350 for 3 years Chose to pay at the bank
Note when you pay at the bank, they will give you a drivers license "validation number "( very important)
Went to FRSC ojo office ( it's inside ojo local government)
First went to the Board of internal revenue office....they gave me a form to manually fill and attach 2 passport A total waste because those information sought was already filled online
Demanded 500 with a straight face without any receipt ofcourse ( first case of corruption)
Submitted the completed form with the online form + validation number receipt and passport photos after I had made photocopies.....after this, this was were the almost endless wait began. Took over 2 hours before I was called to come pickup the signed forms
Then was asked to proceed to VIO office ( still inside the ojo local government). "Bros you are welcome" was the greeting before the "you'll pay 1k" I asked what the payment was for? Gibberish answers about how everyone was else has paid I told them but I thought it was just those who applied for the first time that needed to pay. They said for new applicants, they charge 2k Ofcourse after I paid the 1k, no receipt was given(2nd case of corruption) Great thing about the VIO was that the process was fast! In few mins, forms had been returned signed
Then proceeded to FRSC office. You'll pay 500 naira was the first response after looking at my form. The officer could see in my face I was wondering what the payment was and he came with this crap of how he tells people that immigration office charges way for the international passport than the official price
Paid and I wasn't given a receipt either. Told to come back next day for recapture. I told him when I filled the form online I chose not to recapture. He checked the system, confirmed I chose not to recapture and gave me the signed forms and said I should wait for an SMS telling me to come pickup my driver's license when it's ready
The forms will have to be in the car incase I ever get stopped by FRSC / police/lastma/vio while driving

My experience at the Eti-Osa office was quite different. Perhaps you should have insisted on a receipt for the additional payments. I like to approach these people with the assumption that I will not bribe or tip them and force them to spell out what they want.
