The ASUU leadership has banned its local chapters and zonal chairmen from talking to the media until after the session with the President. ASUU President Dr. Nasir Issa Fagge and other leaders of the union were being expected in Abuja last night. According to a source, who was part of the ASUU session at Mambayya House in Kano, the conditions are: •Commitment from the President that any review or reconsideration or renegotiation of the 2009 Agreement will not substantially affect the pact which is the cause of the ongoing strike; •Immediate payment of all outstanding salary arrears and allowances of varsity teachers without victimization; and •A written commitment from the President that the Federal Government will commit N225billion annually to the funding of universities for the next four years. There is a fourth condition, which is said to be “personal” to ASUU, bordering on the need to be wary of gradual loss of public sympathy. The union leaders were said to have recognised public goodwill for the strike and the need to avert any action that could erode such confidence. The source said: “Our leaders are meeting with the President on Monday to table these conditions. Once the President accepts these three terms, the strike will be called off. “In principle, members voted about 60-40 per cent to call off the strike, but they added a caveat – that ASUU leaders should extract a commitment (signed and sealed) from the President. The union is said to have insisted on the three conditions because during talks with the Federal Government, it was apparent that the government wanted a renegotiation of the 2009 Agreement. “If ASUU had accepted to renegotiate the entire Agreement , it means there will be no basis for the ongoing strike. The worst that can happen is either having the abridged version of the 2009 Agreement or a phased implementation of the document,” the source added. |

The chairman of the Academic Staff Union of Universities (ASUU) in the University of Ibadan, Dr. Olusegun Ajiboye, has described stories which made the rounds on Saturday, especially on social media, that the National Executive Council (NEC) of the union was meeting in Kano on Saturday as rumours. He said in an interview monitored on Diamond FM, University of Ibadan, that there was no meeting scheduled by the union for Saturday as they were still observing seven days of mourning in honour of the late former national chairman of the union, Festus Iyayi. It would be recalled that NEC members of the union were on their way to the Bayero University, Kano, where they were expected to take a final decision on whether to continue with their strike or accept the FG’s offer, when the fatal crash which took the life of Iyayi occurred. |

ASUU Update: National Meeting To Hold On Saturday Nov 14, 2013 An impeccable source, one of the prominent leaders of Academic Staff Union of Universities, ASUU, who pleaded anonymity because he was not authorized to comment on this yet has disclosed to newsmen that the suspended ASUU Nation Executive Committee, NEC meeting earlier postponed in honour of Late Prof. Festus Iyayi, a renown novelist, former ASUU president and prominent leader of ASUU may be reconvened on Saturday. He reiterated that the news of of Prof Iyayi’s sudden death came as a rude shock to the union; most painfully, Late Iyayi was on ASUU official assignment when he met his gruesome and untimely death, so there was nothing the Union could do to honour the late hero at the point than to put on hold it NEC meeting scheduled to hold in Kano. “There is strong indication that the NEC meeting will be reconvened on Saturday”. He further stated in strong term that unless ASUU leaders re-decides, the NEC meeting will hold on Saturday. When asked if the strike will actually be suspended, he said: “I think so, judging by reports from the Monday congresses we held simultaneously, the union may suspend the strike on Saturday or Sunday.” It will be recalled that ASUU had suspended indefinitely it NEC meeting where decision to either end or continue the lingering strike will be taken due to the death of Late Prof. Festus Iyayi, a former ASUU president. The current industrial action embarked upon by the Academic Staff Union of University likely to be called off tomorrow. Developments so far; Introduction: Following two meetings (on Thursday 19th Sept 2013 and Friday 11th Oct 2013) of representatives of the AVCNU (Association of Vice-Chancellors of Nigerian Universities, led by CVC Chairman, Prof. Hamisu of ATBU) and ASUU Representatives (led by its President, Dr. Fagge) with the Vice-President of the Federal Republic of Nigeria, Arc. N. Sambo, Minister of education Barr. N. Wike and others, all Vice-Chancellors have been urged to inform and enlighten academic and other staff on the following developments so that we can ensure a return to normalcy in our Universities within the shortest possible time. CONDITIONS ADDRESSED: 1. Earned Allowances: The N30 billion already released will now be increased to N40 billion, and should be regarded only as first installment, and not a once-and-for-all payment. Government will top it up with further releases once Universities are through with the disbursement of this new figure of N40 billion, so Vice-Chancellors are urged to expedite this disbursement within the shortest possible time using guiding templates that have been sent by the CVC. 2. NEEDS Assessment Capital Money: Government was cognizant and mindful of the ability of Universities to effectively/efficiently utilize the N100 billion fund immediately, hence that figure. However, in addition to this N100 billion dedicated and already to be made available for 2013, N200 billion (increased from N150 billion previously agreed) will now be earmarked in the 2014 Budget as well as each of the following three-four years until the Universities are brought to world-class standard. 3. Project Prioritization: Universities will now be allowed to determine their priorities and not be “rail-roaded” into implementing a pre-determined set of projects with respect to the NEEDS assessment. Decisions are not to be centralized. 4. TETFund Intervention: Government assured that the operations of the TETFund will not be impaired, and that the regular TETFund intervention disbursement to Universities will continue, unaffected. So the NEEDS assessment capital outlays are in addition to regular TETFund intervention. 5. IMC: A new Implementation Monitoring Committee (IMC) for the NEEDs ASSESSMENT intervention for Universities has been set up to take over from the Suswan Committee. The new one is under the Federal Ministry of education and chaired by the Honorable Minister of education. In addition, to build confidence and ensure faithful implementation and prevent any relapse as before, the Vice President will meet quarterly with the IMC to monitor progress. 6. Blueprint: ASUU was mandated to submit a blue print for revitalizing the Universities to the Vice President. 7. Official Agreement Document: A signed document would be issued very soon to itemize the full issues on which this present consensus outlined here, brokered by AVCNU, has been reached. 8. An Appeal to Call Off Strike: The Vice President Sambo appealed to ASUU to call off the strike and apologized for the “take-it-or-leave-it” comments credited to the Hon Minister of Finance. All other parties present at the meetings also prevailed on the ASUU leadership to consult objectively with its members to get them to agree with what is now on the table and to call off the strike as soon as possible after the Sallah break of Tuesday/Wednesday October 15/16 2013. 9. ASUU President Responds: At both meetings, the President of ASUU thanked the VP for taking over negotiations and promised to consult with his ASUU Constituency. We keep our fingers firmly crossed, as we await both the official consensus agreement document and full ASUU reaction. Statesmanship from all sides is called for at this point in time. |
