Politics / General's Daughter: More Raped Victims Surface, Report To Police by pikin(m): 1:05pm On Aug 24, 2012
With the arrest and subsequent parade of the alleged assailants of Cynthia Udoka Osokogu, daughter of Major General Frank (rtd) and Mrs. Joy Osokogu, in Lagos, two women Thursday went to the Area E Command in FESTAC to report that they were once victims of the suspects.

The victims, THISDAY gathered, had boldly stepped out based on the parade of the suspects on Wednesday at the Lagos State Police Command, Ikeja. After identifying the duo as the suspects, they wrote their statements at the Area Command.

According to the victims, they had also been lured, drugged and raped by the duo of Okwuoma Echezona Nwabufo and Ezekiel Odera Olisa, but were lucky to escape with their lives.

Their disclosure corroborates Nwabufo’s confession that they had drugged and raped four other girls apart from Osokogu whom they allegedly murdered afterwards.

Acting on the suspects’ disclosure that their stock in trade was to use hotels within the FESTAC Town area of the state to commit their crimes, THISDAY gathered that police have beamed their searchlight on hotels in the area.

Police sources said the police have begun to quiz some employees of these afore mentioned hotels for not reporting such crimes in times past based on the confessional statement of the duo.

Explaining why they chose hotels only in the FESTAC area, Nwabufo had said: “I chose hotels in FESTAC because there are many. Some of the hotels I have used in raping and robbing some girls include Benny Hotel, Opera Mini, Chelsea Hotel and Cosmilla.”

The suspects however maintained that they were not in the criminal act to murder anyone rather to drug, rape and then disposes them of their belongings.”

Confirming the incident, the state Police Public Relations Officer, Ngozi Braide, a deputy superintendent of police, said the parade helped the victims to come out of their shells.

She said: “Following the parade on Wednesday, two girls came to the Area E Command to complain that they had fallen victim to the suspects in the past.

“After identifying the duo, they made out their statements and based on this investigation continues until all aspects of this case has been explored.”

The suspects, it was learnt, have been transferred to the State Criminal Investigation Department (SCID), Panti, Yaba.

Politics / I Never Told Mr. Onyeani That ‘I Can Never Enter A Church.” Nigerian Consul-gen by pikin(m): 4:45pm On Aug 22, 2012
The Nigerian Consul-General to New York, Mr. Habib Habu, has since he was posted to New York a little over a year ago, been receiving accolades from the Nigerian Diaspora community for his accessibility and the reforms he has instituted within the consulate operations. But he seems to be caught in a religious controversy over a remark he was allegedly said to have made regarding his inability to attend a wake –keeping service for Nigerian immigrants who were killed in a horrendous car crash over a month ago while returning from the annual convention of the Arondizougu people in New York. The car crash had claimed five lives and was national news all over the United States, with several elected officials sending messages of condolence and prayers to the families of the bereaved.
According to Chike Onyeani-the publisher of The African Sun Times newspaper- a New Jersey based on-line publication, he had called the consul-general and sought to know why the “consulate did not react to the tragic death of the five Nigerians which had made national news in America, that he didn’t not visit or send his representatives to visit the surviving victims of the accident, and that he didn’t participate in the wake-keeping on Friday-August 10th. Before I could even finish, Mr. Habu shot back at me and angrily stated ‘Mr. Onyeani, I am a Muslim. I can never enter a church.’ I couldn’t believe my ears. I said to him “Mr. Habu, you are the Consul-General of Nigeria and not the consul-General of Nigerian Muslims and your predecessors, whether Muslims or Christians or any other religion, have taken to visit Nigerians whether in the church or in the mosque.’ He replied, “Well, they are they, and I am me. I can never enter a church.”
The Nigerian Diaspora community has been up in arms and several Internet sites have started a campaign to recall the consul-general. Concerned about the alleged statement and the way it would be perceived by Nigerians-especially given the two deadly elements that were at play here: ethnic and religion, and given the sectarian issues that currently afflict the Nigerian state due to Boko Haram, I called the consul-General and sought to have his side of the story.
“Mr. Udoh” Mr. Habu stated, “you have known me since I got here. Does that sound like something I would say? I am an apostle of inclusion and not exclusion. Mr. Onyeani took my remarks out of context. I wish to point out for the avoidance of doubt, that since my arrival in New York, I have had the pleasure of attending meetings, dedications, baptismal in churches not only in New York but in other states under the jurisdiction of the Consulate-General. I never told Mr. Onyeani that ‘I can never enter a church.” I have had the pleasure, both in Nigeria and the USA, of joining my friends in all their events held in churches. But I have never attended a church service. I have never been, and will never be a religious bigot. I am proud of being a Muslim, but it has never beclouded my judgment of other religions or people of other faiths.’ Mr. Habu had stated.

Politics / Gunmen Attack Church In Kogi, Kill 16 by pikin(m): 11:00am On Aug 07, 2012
Gunmen numbering about 10 last night stormed the Deeper Life Bible Church at Otite in Adavi Local Government Council of Kogi State, killing about 16 worshippers in the process.

The attack is coming on the heels of a similar one in Maiduguri, the Borno State capital on Sunday night, where four people were feared killed in their homes by suspected members of the Boko Haram sect.

Also, some unidentified gunmen Monday attacked a police station in Shagari Local Government Area of Sokoto State.

However, an eyewitness account said members of the Deeper Life Bible Church were attending night service when the gunmen struck.

The eyewitness further stressed that students of the Federal College of Education and motorists travelling across the town either to the Northern or Southern parts of the country had to take cover to avoid the rampaging of the gunmen.

The gunmen were said to have arrived the church in a Toyota Hiace bus and immediately started shooting sporadically as they made their way into the church.

The worshipers, who were caught napping could not escape immediately as the gunmen allegedly blocked the entrance of the church and then opened fire on the worshipers.

Though some worshipers were lucky to have escaped during the attack, which lasted for about 20 minutes, others, however, could not.

When THISDAY called on the Police Public Relations (PRO) Unit, one of the spokesperson, Mr. Ajayi Okasomi, confirmed the attack but said they are still awaiting official report from the Divisional Police Officer in Okene.

Also confirming the attack, the Joint Task Force Commander in the state, Lt Col. Gabriel Olorunyomi, confirmed the attack.

Olorunyomi said 15 worshippers died on the spot while the attack lasted, stressing that another died on the way to the hospital.

The commander said many of the injured persons were rushed to hospitals in Lokoja, a distance of 40 minutes drive from Okene.

He said the casualty figure might rise considering that some of the worshippers sustained serious injuries.

It would be recalled that in the last few weeks there is hardly a day without two or more people being killed in their residences.

The killings, which include the low and mighty, seem to be a change of strategy by the Islamic fundamentalist group.

The new strategy is believed to have been evolved by the group to keep them in the consciousness of the public after they have been prevented from wreaking havoc on military and strategic installations including markets and places of worship by the presence of heavy security.

Meanwhile, the Joint Task Force (JTF) Monday alerted the public of plan by Boko Haram members to undertake massive snatching of vehicles in Maiduguri and its environs, which they would later use for their suicide mission.

The vehicles, according to the task force, would be laden with explosive and used to bomb strategic locations and cause beach of peace in the town and perhaps neighbouring towns.

The statement signed by the task force Field Operations Officer, Col. Victor Ebhaleme, read: “The JTF wishes to alert members of the public of the desperate moves by Boko Haram terrorists to steal and snatch vehicles for suicide bombings.”

Ebhaleme in the statement further asked those whose vehicles have been stolen to immediately report such incidents to the nearest police station or to the JTF.

In Sokoto, THISDAY checks revealed that the gunmen arrived the police station on motorcycles when residents of the area were about to break their fasting and engaged the policemen in a gun duel.

It was also gathered that the exchange of gunfire lasted for about one hour after which the gunmen detonated the bomb at the station.

Unconfirmed reports from the area revealed that some policemen on duty were injured.

When contacted, the state Police Public Relations Officer (PPRO), DSP Sani Sanusi, declined to comment on the attacks.

He maintained that the state Commissioner of Police had mandated him not to comment on the issue until today.

“Please I am not in a position to confirm the incident to you because my boss has mandated me not to say anything till tomorrow,” Sanusi said.

Meanwhile, President of the Senate, Senator David Mark, Monday lamented the killing of six soldiers and two police officers serving with JTF in Damaturu, Yobe State.

The eight security personnel lost their lives at the weekend when a suicide bomber riding on a Sports Utility Vehicles (SUV) rammed into them at a security post.

Mark described their death as shocking and commiserated with the Chief of Army Staff, Lt. Gen. Azubuike Ihejirika, and the Inspector General of Police (IG), Mr Mohammed Abubakar, on the loss.

He also expressed condolences to the Government and people of Yobe State as well as the families of the officers and men who died in the attack.

Emir of Fika and Chairman of Yobe state Council of Chief, Mohammed Abali Ibn Idrissa, escaped a suicide bomber’s attempt on his life this afternoon.

The bomber had tried to get close to the chief after the Friday prayers at the Potiskum Central Mosque located at the Emir’s palace but was stopped by a police aide to the chief.

Eyewitnesses said the suicide bomber then brought out a gun when he saw he was going to be prevented from reaching his target. However, the bomb exploded before he could make further progress.

Business / Okonjo-iweala: We Have Not Violated 2012 Appropriation Act by pikin(m): 9:28am On Aug 03, 2012
For three hours Thursday, the Senate Committee on Appropriation grilled the Minister of Finance and Coordinating Minister for the Economy, Dr. Ngozi Okonjo-Iweala, over the implementation of the 2012 budget that has pitted the National Assembly against the presidency.

Okonjo-Iweala, who led a delegation that included the Minister of State for Finance, Dr. Yerima Ngama, told the senators that the executive arm of government had not violated any law regarding the release of funds to ministries, departments and agencies (MDAs) in the implementation of the budget.

Others on the delegation were Director General, Budget Office, Dr. Bright Okogu, the Accountant General of the Federation, Mr. Jonah Ogunniyi Otunla, and the Special Adviser to the President on National Assembly Matters, Senator Joy Emodi.

However, Senate President David Mark Thursday dismissed reports of a frosty relationship between the executive and the legislature over the implementation of the budget, describing them as “over exaggerated”.

Okonjo-Iweala, who was summoned by the committee to brief it on the implementation of the budget, said: “We have violated no law. We have implemented the budget, releasing monies as and when due. At no time has the Ministry of Finance or the minister violated the Appropriation Act.”

Her defence on the piecemeal release of appropriated funds to MDAs that has irked the legislature was made just as she condemned the practice of allowing the budget to spill over into a new fiscal year.

She said the extension of the annual budget into the succeeding year was not good budgetary practice and pledged that the executive would endeavour to present the 2013 Appropriation Bill in September.

This, she added, would give the National Assembly ample time to consider its passage so that the implementation can run its traditional course of January to December.
In her presentation, Okonjo-Iweala said of the N1.3 trillion earmarked for capital projects in the budget, a total sum of N404 billion had been released.

Of the released sum, N324 billion of the amount was cash-backed, while N184 billion of the cash-backed sum, representing 56 per cent, had been utilised by the MDAs as at July ending.

The remaining 44 per cent, she said, was yet to be utilised but she assured the senators that the MDAs were making efforts to utilise these funds through various procurements preparatory to the execution of projects.

The minister, however, drew a distinction between the utilisation of funds released and the real budget execution which, she said, stood at some 41.3 per cent.

She explained that so far, the budget had not fared badly because going by the quantum of funds budgeted for capital projects this year, the Federal Ministry of Finance was expected to release, on average, N113 billion per month.

According to her, the budget has been implemented for only four months since the budget cycle effectively began in April.

She said it was premature for anyone to describe the budget as a failure and advised the lawmakers to wait until the end of the budget year to be able to undertake a fair assessment of her performance in implementing the budget.

She also dispelled rumours that Nigeria was broke and unable to fund the budget; hence, the delay in releasing funds to MDAs.

“The country is absolutely not broke. We may have cash flow problems from time to time, which are normal in any economy, but we are certainly not broke.

Politics / Honduran Finance Minister Resigns Following Wife's Arrest by pikin(m): 2:30pm On Aug 02, 2012
Honduran Finance Minister, Hector Guillen resigned on Wednesday, a day after his wife was arrested with the equivalent of more than $57,600 in her vehicle.

Local police stopped Dinora Arambury on Tuesday near Tegucigalpa as she was en route to the city of San Pedro Sula, about 100 miles north of the capital, reports Reuters.
Can this happen in Nigeria?
Arambury was arrested after police found the cash - 1,125,000 Honduran lempiras - a discovery that prompted a media firestorm in the poor Central American country.

"I've made the decision to permanently resign my post as finance minister and face up to this situation," Guillen said on Honduran television.

Guillen, who was named finance minister in February, said the money his wife was transporting consisted of a loan that she planned to use to pay bills related to the bed business she owns in San Pedro Sula.

Guillen's resignation was immediately accepted, Interior Minister Carlos Madrid said at a press conference.

The government announced that Deputy Finance Minister Carlos Borjas will replace Guillen on an interim basis.

The House, which considered the report of the ad hoc committee it set up to probe the collapse of the stock market, which was submitted on Tuesday, adopted 29 recommendations, including the one seeking the sack of Oteh.

Oteh, who was asked to proceed on compulsory leave last month by the SEC board, was recalled on Wednesday by the Federal Government amid protests from the SEC workers.

Her recall negatively affected activities on the floor of the Nigerian Stock Exchange (NSE) as the crisis over her planned return led to a gradual erosion of the gains recorded recently.wahala dey cool cool cool

Education / Between Federal University, Dutsin-ma And Its Critics by pikin(m): 12:25pm On Jul 20, 2012
When the federal government decided to establish nine new universities as part of its efforts to improve access to tertiary education, reduce the gap between qualified candidates seeking admission and those admitted as well as to improve the socio-economic development of all communities in the country through improved tertiary education, many though the choice of Dutsinma as host community was wrong until recent event proved otherwise.

For those who may not know the historical background of Dutsinma as an education hub of Katsina state leaning back to the beginning of the 20th century let me l avail you with a little history about this town described by many scholars as a centre of learning even before the advent of Othman Dan Fodio. In fact, Dutsinma was one of the first places visited by the great Islamic reformer early into his struggle to emancipate the common man from the grips of ignorance and domination.

Since then students of Islamic knowledge including the Late Kano’s emir Abdullahi Maje Karofi (A name that historically emanates from his frequent visit to Shehu’s mosque in Karofi) came to this part of Katsina in search for knowledge and blessings. Those students visit the first mosque built by Shehu in the entire north western region not only to pay homage to Shehu but also to learn from the fountain of the several other guests that usually besiege the mosque while on their way to Hajj. This historical fact coupled with the proximity of Dutsinma to all parts Katsina state informed the decision of the visitation panel set up by the federal government to easily settle for Dutsinma.

Since its inception, the University has started with the right footing, first, through its recruitment, infrastructural development and policies that were geared towards ensuring a concrete foundation for the emergence of one of the greatest higher institutions in the country.

A look at the academic and non academic staff presently attracted to the University will testify to this emerging greatness. He can do more than grant interviews. He should organize 100 people, go to Eagle square and start camping there for ever. He would be shocked by how many people would joined up. Problem with Nigeria is our so called moral leaders are not courageous enough to step out of their comfort zones. He means well but I don't know whether he realizes the implication of his statement. If he did, he would be camping out there by now instead of wasting his saliva.
