Someone who just took Netherland to the semis of the World Cup, and had coached a number of top teams (and won titles with them) will still be regarded as a top coach as at that time. Maybe 5 years down the line when he stops winning trophies he’ won’t be regarded as a top coach anymore.

5-7 years down the line opinions might’ve changed tho.

If Klopp doesn’t win anything of note for the next 4 years he won’t be regarded as a top coach anymore.

At the time they were both appointed, LvG and Mourinho were regarded as top coaches who had been successful at the biggest scenes. Both were highly sought after at the time they were approached by Man Utd.
