13% derivation: RMAFC Add Anambra to Oil producing states, shuts out Lagos,

The Revenue Mobilisation Allocation and Fiscal Commission (RMAFC) has refused to list Lagos State among beneficiaries of the 13 per cent oil derivation fund, some six years after the state became oil-producing state.

A source at the RMAFC said Lagos State has not been added to the list of states benefiting from the 13 per cent derivation “due to some irreconcilable differences” with the state.

Two states- Anambra and Kogi, which are now oil-producing states, benefit from the 13 per cent derivation fund. They joined Delta, Akwa Ibom, Bayelsa, Rivers, Edo, Ondo, Imo and Abia.

Lagos State became an oil-producing state when crude oil was found in commercial quantities in 2016. Yinka Folawiyo Petroleum Company Limited, an indigenous firm and operator of OML 113 offshore Lagos in 2016 announced the commencement of production of crude oil from the field. Other partners are New Age Exploration Nigeria Limited, EER (Colobus) Nigeria Limited, Pan Petroleum (Panoro Energy) Aje Limited and PR Oil and Gas Nigeria Limited.

But Lagos State cannot join states receiving 13 per cent derivation without clearance from RMAFC.

A source at RMAFC said the state has not started benefiting from 13 per cent derivation fund because the government was playing a “hide and seek game”.

RMAFC is disputing information provided by the government in respect of the state’s position on oil production as an oil producing state.

“They are making profit as oil-producing state but don’t want to come clean. Their case is being investigated by the oil and gas committee of the commission, and we are waiting for the outcome of the committee’s investigation,” the source said.

Besides the statutory monthly allocation that goes to each state as share of revenue allocation from the federation account, oil producing states get an extra 13 per cent derivation fund. The extra fund enshrined in the constitution is meant to take care of effects of degradation suffered by oil-producing communities.

Figures from StatiSense showed that in 2021, the 13 per cent derivation proceeds was shared as follows: Delta State, N141.9 billion; Akwa Ibom State, N91.2 billion; Bayelsa State N87.2 billion; Rivers State N83.1 billion; Edo State N17.1 billion; Ondo State N11.5 billion; Imo State N9.98 billion and Abia State N4.78 billion.

An RMAFC source told The Nation that the “legal unit of RMAFC has confirmed that Kogi and Anambra states are now receive 13 per cent oil derivation”.

Obiano had earlier written to RMAFC to request the state’s “due share of revenue accruing to the nation from oil and gas production activities in Anambra State”.

RMAFC, in granting the approval highlighted that Anambra and Kogi states would start benefiting from the 13 per cent derivation fund “once the proceeds from the oil wells are contributing to the Federation Account”.

The approval letter addressed to Obiano and signed by the RMAFC’ Secretary Mr M.B. Shehu, conveyed the Commission’s “attribution of 11 oil wells wholly to Anambra state”.

The commission also “approved the attribution of Anambra River One, Two, and Three oil wells, to be shared equally (50-50 per cent basis) between Anambra and Kogi states, pending the final delineation of boundaries of the two states”.

The 11 oil wells wholly attributed to Anambra State included Ameshi One, Two, Three and Four oil wells, and Enyie One, Two, Three, and Four oil wells. Others are Nzam-One oil well, Alo- One oil well, and Ogbu- One oil well.

However, RMAFC added a caveat, saying “for the states to benefit from the 13 per cent derivation fund, the proceeds from the operations of the oil wells should be contributed to the Federation Account”.

I asked specifically and most of them mentioned that they get their goods from Onitsha. Especially non food items.

But my point is this. How do you people intend to keep the trading business if for example the five Igbo states happen to have a country?

Onitsha actually serves the middle belt, NE, Chad, Delta, Enugu, Ebonyi and parts of Edo, Imo and Cross River. However, Aba serves Rivers, Akwa Ibom, Bayelsa and parts of Imo and Cross River while certain consumer goods from Aba such as footwear, clothings, bags and belts are supplied all over Nigeria as well as West and Central Africa.

To your question about what happens to our control of such network should Biafra emerge, the answer is NOTHING! I'm neither advocating for Biafra nor against it but trying to be factual. At the moment, the entire WA through the instrument of ECOWAS free trade zone allows for free movement of goods and services across the region. That is why there are lots of Igbos controlling supply chain in places like Cotonou, Ghana, Ivory coast and even in Cameroon and Gabon etc. With the enactment of Afcta, it's about to become easier. So, with or without Nigeria, our control of wholesale and retail trade will remain in tact.

For you to even think that Biafra as a nation will import goods through Lagos port shows you're not informed. Ask yourself, at what point did we as Igbos began to do international trade through Lagos? It has always been through the Eastern ports because it is within our catchment area.

Even your analogy is wack because goods are sometimes brought in from Onne to Onitsha and Aba, only for those goods to be redistributed back to P.H. The major reason why Eastern ports are not functioning at optimal capacity is due to political reasons which won't be the case should there be Biafra.

Of course, only an idiot will pray for a Biafra of just 5 SE states because that will make us an enclave and we would be dependent on Nigeria for virtually everything including land, sea and air control. We would just be to Nigeria what Swaziland is to South Africa.

Lol, the problem with freedom fighting is when illiterates are at the forefront.

" To earn wages from who exactly?" You see the problem with you guys, God knows I haven't earned a Kobo from any government but I'm passionate about Igbo progress and that's why I'm alarmed when I see things going wrong.

Getting Biafra or Nnamdi Kanu out of prison shouldn't be an end to itself like you guys are making it seem. Destroying our region in the name of all that doesn't show you love it rather it shows you're only selfish, inordinately ambitious and wicked.

Why not show your anger on Abuja that is directly responsible for what is happening instead of against the very people that supported you!

It is classic case of cutting one's nose just to spite the face. Even absolute cowardice when you consider that it wasn't SE governors that arrested Nnamdi Kanu in Kenya. It isn't Igbos that are holding in prison in Abuja yet you left those responsible to be suffering helpess Igbos you claim to be fighting for.

It baffles me the way people think the struggle for Biafra can be gotten from 'Sitting @ Home' on Mondays. This struggle, whether anybody likes it or not, can only be achieved by following diplomatic channels.

I thought Simon Ekpa is in the diaspora? How many times have protests been done and sustained at the gates of UN, EU, AU, even ECOWAS Secretariat respectively? These are the places that matter if any form of referendum is to take place. If the Biafran Agitators can win their sympathy, these organizations can mandate and pressure the FGN to carry out the referendum being clamoured for by the people of the South-East.

This constant 'Sitting @ Home' will only impoverish people struggling to make ends meet. The ones under the employ of the FG and State Govs will always receive their salaries at the end of the month (even with promotions).

If caution is not applied, a time shall come when the down trodden, having found themselves between a rock and a hard place, will call bluff this sitting at home because for everyday they lock shops, they loose income for that day. The guys in the diaspora should be building bridges, using their contacts to garner the sympathy from the above listed organizations; and nobody should destroy the homeland we all hold dear to our hearts.

I don't think anybody doing any meaningful business will be in support of the 'sit at home' that has now turned into a scenario which can best be described as " Na we against our governors for South-East". At the end of the day, these group of people claiming to be "freedom fighters" will only succeed in destroying our homeland the same way the Bandits and Boko Boys are doing to the North. The Man in Aso Rock no send anybody o!

The reason why I don't support the premature breakup of Nigeria is simply to avoid us ending up with the short end of the stick. Read my posts so far, I didn't actually advocate for Biafra but was only trying to prove a point.

The secessionists particularly IPOB are going for Biafra like it's a 100 meter race that must be gotten immediately or we perish and that's wrong. All we need is a little patience to allow Nigeria complete its natural circle and break up. When you look at the economic indices, insecurity and near collapse, one can decipher it's only a matter of time.

Of course, they will always say no provided Nigeria is still standing but once it eventually collapses, there would be reallignments. Mind you, no country in this world is completely made up of just one ethnicity and definitely not in Africa. So why would anyone expect that Biafra would be only Igbos? The same ethnicities that worked with Ojukwu in 1967-70 will always want to align with us even in the future because we have always shared similar cultures and interest since recorded history.

Dude, Biafra...even if it just consists of Alaigbo, WILL NOT BE LANDLOCKED!

Now listen! If or when Biafra is actualised and consists of just Alaigbo, there will be access to the sea via a seaport at Obuaku which has a direct channel that passes by Opobo and burts out into the Atalantic Ocean. Obuaku is just as near (if not nearer to the Atlantic) as Port Harcourt seaport is! Some pathetic Igbo haters are aware of this and this is why they're getting the Ijaw to try and claim the entire coastline of Africa from Cape to Cairo, so the false prophesy of 'dot nation', as propounded by Buhari, can be realised! Don't know where you're getting your information from....probably from all the bigoted gits on this forum who get an instant boner at the thought of a 'landlocked' Biafra they can frustrate economically!

A Biafra with the coastal regions is already out of the question at this point in time. They have said no to Biafra and have the means to enforce that "no". So if you know that Biafra without some coastal regions is suicidal why then advocate for it?

Pray tell, when did the 'coastal regions' say no to Biafra (not that i want them in it to begin with)? Do you know Ndigbo are part of those coastal regions of which you speak? The only way a Igboland Republic can be landlocked is if Akwa-Cross and the Ijaw form a republic together.....also if the Ikwerre are part of a Ijaw Republic that includes Akwa-Cross in it. Do you really see any of these scenarios happening if Ndigbo manage to leave 'one Nigeria'? Of course you don't....neither does the ruling hegemony, and this is why they're doing everything in their power (both fair and foul) to see Biafra/Alaigbo don't materialise!

I've always maintained that one way to resolve IPOB issue, is to use MAXIMUM FORCE on them. These idiots do not know a thing, neither are they ready to ever learn anything. I swear, if I am an Igbo governor I will lead a delegation to buhari to urgently commute Nnamdi KANU to live imprisonment.

The animal called Kanu has his family well secured in Europe, the animal was flying all over the world in first class ticket, while his zombies were dying all over Nigeria. Do you know that over 1500 Igbos have died since 2015 on the account of the idiocy of Kanu.

Yet despite all these huge deaths, and all the braggadocio of Kanu on how he's gonna lead a war against Nigeria, even his boasting of having intl connections, now that Kanu is arrested not even a mere mention of his arrest in any major newspaper anywhere in the world has been observed. Neither has his legion of armies started unleashing the so called hell in Nigeria, as he claimed.

Anyone with a bit of sense will know that Kanu is a curse to ndigbo, and for people to continue listening to his prodigies who are all in abroad, tells you that we now have a full blown terrorists in alaigbo. And as the saying goes 'never negotiate with terrorists.'

In all of these I blame Soludo. He should have known that he's talking to idiots who have mush in their brains and no need talking to them.

All Soludo should do is to empower community policing. We need to have a statewide hotline were people can call to report any IPOB activities near them. And Soludo should place bounties on the head of every so called IPOB coordinator in Anambra. And if any coordinator is captured, ah ah...

For me, The sit at home should be called off in phases, it'd be hard to get the entire state to cancel seat at home at once. Cus it is easy for some ipob idiots to go to a remote village and cause mayhem, and using the pictures of the mayhem scare others even people Living in Awka away from attending to their businesses on Monday. So I will suggest cancelling the seat at home first in Awka, Nnewi and Onitsha; adopt local policiing in those areas, something like the Bakassi boys used by Odera Mbadinuju did during his time, and thereafter, if the local policing works, we can adopt the strategy for the much interior villages of Anambra state.
