Owerri is a slum and a glorified rural area littered with dilapidated roads and filthy environment. jamesversion: You clearly don't understand the meaning of development. Progressive development isn't having pipeline without refineries. Refineries can be likened to industry and world class hotels/entertainment hub can also be likened to industry. A lot of people don't really know what development is all about. I'll give you reasons why only owerri and abj should be mentioned slightly above Nigeria level. 1. Being developed doesn't mean static condition; development is a continuum where you seek to improve the city according to the master plan ( owerri and abj still maintains that) 2. Organized street buildings and (not selected areas like GRA) ; you can't compare any city in Nija to owerri in that regard. 3. Organized commercial buildings without ugly fences. 4. Wide roads with so many bypasses ( not overrated flyovers that lead to no where) 5. World class landscaping for both residential and commercial areas. 6. Functional traffic lights 7. Solar lights 8. Underground drainage (balloon technology) 9.Tarred roads on major streets of old and new Owerri 10. Functional fire service 11. Public schools with world class learning environment...go now and visit schools like government secondary school, Holy ghost college, owerri girls college etc you will understand 12. Proactive public health 13. Organized transport for both civil servants (government bus) and other motorists (Bus imo) 14. Many shopping malls 15. World class hotels (I'm not joking) 16. Sam mbakwe airport ( a local airport that's 4th busiest in Nigeria is not a joke) 17. Home to family of expatriates ( a lot of these so called foreigners working in down south have almost formed a colony in Owerri but I won't give out the location here). They feel secured. Whether you like it or not, owerri is a peaceful capital and will always be. 18. The only state capital/zone in Nigeria where no imo governor has emerged from since 1999, but well built.
