First batch of petrol, 27 million litres imported by an independent marketer has arrived in the country, putting an end to a downstream monopoly market once enjoyed by the Nigerian National Petroleum Company Limited.

The vessel, ST Nnene earlier billed to arrive since last week, but was held down off Lome waters due to adverse weather, birthed at Ijegun-Egba on Wednesday following the official end to subsidies by President Bola Tinubu on May 29.

ST Nnene, The PUNCH gathered, had cost Emadeb Energy’s Chief Executive Officer, Adebowale Olujimi, and its bank partners of $17m (about N13b) to hire.

Five financial institutions- Polaris, First Bank, Union Bank, Access Bank and Fidelity bank had bankrolled the deal.

This was as foreign exchange rose from N745 to one dollar three weeks ago, to N845 as of Tuesday, and crude price rising to $80 per barrel as of 1:45pm Nigerian time on Wednesday.

Until now, state oil firm NNPCL had enjoyed a monopoly downstream market for years. The firm had singlehanded imported petrol consumed in-country, and had dictated prices.

Since the end of subsidies which cost the country about N12tn, prices of petrol had risen from an average of between N180/N200 per litre, to N614 per litre as of Tuesday.


While speaking at the ceremony, Olujimi said petrol importation was no longer sustainable.

According to him, resuscitating local refining was the way to go.

He said, “Petrol importation is not a sustainable way for a country to run. From what we saw yesterday when PMS price rose to over N600 per litre, it is an indication that the dynamics of the business is a tough one. It requires huge US dollars to bring in this. The way forward is for local refineries to be revived,” he said.

Representing the Chief Executive Officer, the Nigerian Midstream and Downstream Petroleum Regulatory Authority, Farouk Ahmed, Sadiq Bashir, explained that the development was an important milestone since the downstream sector was deregulated.

He said, “This is what we have been looking forward to. When we talk about deregulation, people think it’s all about increasing prices. No. Although prices would now be determined by market dynamics, deregulation also opens up the market for other players to come in.

“Yes, we would experience teething problems at first; however, if market forces are allowed to come into play, prices would eventually go down due to high competition. We assure that NMDPRA would continue to ensure quality control of products being sold to the public.”

General Secretary, the Natural Union of Petroleum and Natural Gas Workers, Afolabi Olawale, also canvassed for local refining.

He said, “If we want to go for deregulation, we should not go for importation. We should not submit our economy to be determined by foreign firms. But since we are there now, the government needs to speed up on palliatives because things are hard on everybody. We also enjoin marketers to shun excessive profiteering.”

The National Controller Operations, the Independent Petroleum Marketers Association of Nigeria, Mike Osatuyi, said issuing licences to independent marketers to import would give rise to competition and fairness in the downstream sector.

He advised marketers to satisfy their customers by selling at fair prices, and dispensing the correct quantity.

So, it is time to see whether people who have taken up refinery licences would now commence work.

Also, Dangote seems to be maintaining radio silence.

Still, even with domestic refining, fuel ain't going to be cheap. Workers must be paid salaries that won't let them jakpa, and the refineries must be maintained, and government does not give any private firms money.

The dividends of subsidy removal is guaranteed. It’s just a matter time, and competition will set-in and market prices will start dropping.

It’s was envisaged that present hike in prices will come to play, and will have a duration.


His Excellency, President Asiwaju Bola Ahmed Tinubu (GCFR) has that road map, and all well meaningful and educated Nigerians, believe his roadmap.

The future is now, and Asiwaju is piloting affairs.

NNPC chairman deserves to be fired, while govt import fuel directly. This will help the govt to know the landing cost of petroleum and also I expect govt to build more fueling stations across the country to checkmate those marketers who always sabotage govt efforts

Pls i dont understand,How will price of petrol goes down when dollar is rising everyday,is it not the same forex they will use to purchase petroleum products.I think it time for us to face the reality
The solution now is to start granting emergency licences to new investors willing to build refinery in Nigeria since the ones we have are not ready to work despite huge amount being spent on them
The government should allowed foreign investors to take over our 4 local refinerys with the petrochemical refinery since it can't be revived by Pdp and Apc government
The government should not depend on dangote refinery to be a major player on the this sector as another monopoly might set in.
What we should be thinking now is healthy competitors among our refinerys

Government has issued refinery licenses since. It is now up to the license holders to start work.

Removing subsidy without at least one functioning refinery is more like exposing our economy and leaving it under the control of firms who sell refund fuel to us.

If you believe this news you will believe that Lagos is the same as Osun State. If granting license to importers will bring about price crash why is petrol expensive in Ghana, Benin, Togo and other countries? Does it mean their leaders are daft and do not know what to do?
Petrol price will continue to be at par with all these neighbouring countries to prevent smuggling from Nigeria and thereby protecting the business empire of Dangote.
If FG wants to crash price while protecting Dangote, they should give him the sole right of exportation of petroleum finished product from Nigeria. This will guarantee he sells cheaper in Nigeria bearing in mind no one is buying here to smuggle it outside to make more money than him. This why Mele said that even if Dangote refinery starts to refine that the price will remain the same.

Tales by moonlight... did the marketers import theirs from the Moon?.. or they have a separate crude purchase price?, maybe they bought with shillings and not the dollar again..


The only solution is giving out licenses and checkmating modular refineries while waiting for Dangote to finally decide when to start.

Note: It is importation of fuel that killed our local refineries
It is importation of textiles that killed our local textile industries
It is importation of foodstuffs that killed our agricultural sector
Even Dangote will soon realise it's cheaper to import than produce locally.
Our naira will also suffer for it.

This is a fine idea, but one realisable as a long term initiative.

Nigerians need very swift remedial policies or the rate at which criminality is going to rise, will be unprecedented since the end of the civil war.

Government has to, as a matter of expedient urgency, grant operational licences to owners of modular refineries and set up safety and regulatory bodies to oversee their immediate kick-off. That is the only swift way to ensure feeder sources as a back-up to the Dangote refinery. We all saw how long it took that refinery to come to fruition, even with the kind of economic support Dangote enjoys in Nigeria from the Government. Now imagine what it will look like for foreign investors to overcome the bureaucratic bottlenecks before being able to set up more refineries.

All over the South, there are a handful of non-operational modular refineries that have long been rendered redundant by Government's unwillingness to let them operate. There are equally in good numbers in the North. These infrastructures have to be brought back to life for the good of the Nigerian economy. Let's not even talk about the number of direct and indirect jobs these operational refineries will put in the system.
