Neither is more logical since both lack sufficient evidence, though it is known that the universe was chaotic in its early stages, and has taken the form it is in today due to environmental pressures. Think, river. It is not crafted by a creator, it forms a path that the prevailing pressures force on it.

Instead of concluding, a third option is to say one does not know, instead of making up things to believe. We are after all talking billions of years ago when no one was around to record how the universe came about.

By chaotic is meant the planets were not as they are today, and did not travel in the predictable orbits they travel in today. Even earth's weather was chaotic before it settled into the predictable seasons we now see.
