the CBN won't implement this policy without the approval of the FEC. the CBN don't just pull through with a policy implementation without the knowing of the FEC. this is where the government became complicit in the monetary policy.

If I transfer 2m from my account to another person, I will be charged. If after a successful business deal, the receiver is now transferring my money and profit,I will still be charged.
