I think you are mistaken, I have a meter and I have to pay before before use, I don't need to be disconnected as the unit will tell me when I add more units.

He said they're all metered so how can they have over 1 billion in debt.

What he means is that they're on post-paid meter which means they pay after service

Nonsense you say, have you asked if they had been giving them light as per the bills they had been paying before

Those discos are the cause of these debts, how do you expect a compound of just 5rooms and 2 shops to pay 90kplus for light that is not even 15hpd

Their overbillings are the reasons there are debts
