He can still do more. If there's a punishment for cheating, he ought to turn himself in to face the punishment. In addition, the people whom his certificate would have caused them to lose admission spot, job role and so on, need to get a sincere apology from him. Sometimes, religion can make someone loss some part of their mind. I know who preached that nonsense cannot return 1% of money he/she collected from tithe to the poor.
