As a manager or governor you don't need to know all but you have MDAs that are headed with professionals. Their duty is to award the contracts and do follow up via milestone approvals.
I think our problem is more from the civil servants than the commissioners or governors.

Kalu owns a construction company. He knows exactly what is happening on that road. He is just a typical Nigeria politician that don't care about the masses just their pockets and that of their families.
I was in Umuahia when he was the governor. He was a terrible leader.
