No, what she does is not normal and deserves to be appreciated. Ibos speaking Yoruba and Hausa languages is very understandable because most ibos aren’t living in their native lands because they mostly move to more prosperous regions.
The woman is most probably living in the southwest for the most part of her life. Why is the comparison even making sense to you? Na so you dull reach?
It’s comments like yours that make me seriously question the intellectual capacity of folks from the SE.

not entirely true bro, i used to work in sales and marketing and moved around the country a lot especially northern nigeria and can categorically tell you that between ten to fifteen percent of the population in the north is yorubas, infact 50 percent of tradesmen, technicians and mechanics are yorubas

You and I both know that the quickest and surest way to lose election in the South East is to tag the candidate as Yoruba party member or Yoruba candidate.. Obi used anti-Yoruba sentiments to win elections in Anambra and it worked like magic.
They tried same tactics again in 2023 by labelling one of their own "Abiola' just to discredit him and make sure he doesn't win.

Do you know if she deliberately learned it? In Lagos, they speak Igbo everywhere, still 99% of Lagosians (and SW indigenes in Lagos) don't speak it fluently because it takes a lot of effort...

The effort she put in is what should be commended. There's nothing bad in giving people their due compliments please.
