No serious country will have three or four budgets they are implementing concurrently, they are channels for corruption and embezzlement. Since 1999 we have not heard any government either at the federal, state or local levels implementing more than two budgets in a fiscal year.
A supplementary budget in third phase may be needful if and only if the country is in a serious emergency and critical situations that may lead to country's collateral damage and I don't think we have such scenario for now. Even during serious attacks on our territorial integrity, the government of Jonathan never operates three budgets at ago neither do Buhari's government do same.
Government is not a personal issue, there are guidelines to follow and not this zigzag approach. I don't expect such scenario should surface in this regime because all of them at the helm of affairs of our government have been in government for long. None of them are babies in government.

1.The 4 budgets were those initially approved by the National Assembly.
2. The request to extend their implementation is approved by the National Assembly.
3. The budgeted amounts for each capital project is not altered
4. The elongated implementation is for the general good of the masses
