Lagos State government is the most innovative and active in the country probably because the media and civil society groups are always watching the government. I cannot believe that a popular actor like Junior Pope died in a boat mishap, Delta State government didn't implement new laws to regulate the water transport and the citizens kept quiet. It just goes to show how docile people in the state are. How much is the contract ? This is a very bad idea and dead on arrival. This is just another way to loot people's money. A lot of people already understand English on basic level and even conversing or speaking. Yoruba is very hard for to read and write for Yoruba pikin.
