Tbh, It'll be very very difficult to build play around Foden. Pep is a different breed and Foden is not that kinda your type of archetypal player you build team around. Man City and England have two different players and different teams.

While you are right that Foden should be contributing more offensively, you will have to start by analyzing what Southgate was trying to do versus what was being translated on the field and which players was meeting those expectations. Foden did not go above and beyond- I agree. But he did the base job well.
