Electricity workers tell Buhari power sector privatisation is a scam

Workers in Nigeria’s power sector have urged the president-elect, General Muhammadu Buhari to take urgent steps to review the privatisation of the power sector under the Goodluck Jonathan administration.

The workers under the aegis of the Nigerian Union of Electricity Employees (NUEE) led by factional president of the Nigerian Labour Congress (NLC), Comrade Joe Ajaero made the call yesterday while conducting journalists round the site of abandoned 60 containers of 52KVA electricity transformers, at Kubwa, in Abuja.

The NUEE argued that the payment of over N200 billion to the private sector by the government after the supposed privatization exercise leaves much to be desired, and urged the incoming administration of Gen. Buhari to revisit the exercise.

Speaking on behalf of the NUEE executive members, Ajaero argued that if after many months, privatization of electricity in the country had failed to bring positive impact to electricity consumers, then, there was the need for the Buhari-led presidency to revisit the programme.

Comrade Ajaero said: “We want to say, as a union that the sham called privatization should be revisited. If privatization, as we were told, was to bring us heaven-on-earth elderado, and it has not done that, why should we insist on it?.

“Of course, our position as NUEE, has been no to privatization, especially given that we are an underdeveloped economy. It is the function of the state to provide power.

“Even the so called privatization, you can see that even this year alone, between January and now, they have even given the so called private sector over N200 billion. So, why fund them if you say the electricity is in the hands of the private sector? That brings you to the point of the fraud on who owns them.

“Why would you sell your house to somebody and you still give him money to maintain it? So, it’s a fraud.”

Nigeria’s minister of power, Professor Chinedu Nebo had recently spoken about the need for the incoming administration of Gen. Buhari not to tamper with the privatisation of the power sector.

NUEE members however disagree with the minister and insist Gen. Buhari will need to review the privatisation of the Power Holding Company of Nigeria (PHCN) to begin with.

Emphasizing on the minister’s comment that privatization of PHCN must stay, Ajaero added: “We want Buhari to ask questions first and foremost because it is wrong for an out-going minister to be setting agenda for Buhari to reverse or not to reverse the privatization of PHCN.

“A minister who inherited about 4000 megawatts and is today, battling with just 2000 and something megawatts, doesn’t have the moral courage to advise incoming government on what to do.

Ajaero stressed: “If he Buhari asks questions for some months, he will now know the direction to move.”

On the abandoned containers, Ajaero said he was alerted on the abandoned equipments by concerned citizens who got wind of the development.

“With these transformers hidden here, you can now understand that while they were privatizing, certain properties were being hidden, “he alleged.

In his concluding remarks, the Senate President, Bukola Saraki, lamented that after the unbundling of the Nigerian power sector, there is yet to be any noticeable change in the power situation in the country.

Saraki also said there is something fundamentally wrong with the privatization programme, hinting that either those that bought the distribution companies lack the financial capacity to deliver or the regulatory body is ignoring them. “This is a very important topic. The people have not seen any benefits from this privatization exercise. If it needs to be reversed, it must be reversed in the interest of Nigerians. The period of impunity is over., Saraki said.”

He stressed that Nigerians are hoping for changes in the power sector, adding that it is time for Nigeria to review the challenges facing the power sector reform.

Also speaking in favour of the motion, Senator Ben Bruce (PDP Bayelsa East), who described the situation as a big scam, accused the government of being guilty as well.

“What is happening is a big scam. This is the biggest fraud I have ever seen. This process must be investigated. The Federal Government is as guilty as those who are extorting us,” he alleged.

One of the major reasons by the Federal government to embark on the privatization was government’s inability to fund the power sector. Hence they embarked on the power reform.
Power Reform

Practically all operators in the now privatized power sector are in the throes of death because the assumptions upon which they participated in the privatization bid do not obtain. The generation companies have little gas from the Nigerian National Petroleum Corporation (NNPC) to fire their plants to full capacity. The transmission infrastructure cannot transport the limited quantity of power available to different parts of the country on account of ageing and poorly maintained facilities. Therefore, distribution companies do not have reasonable quantum of power to sell to the public and generate reasonable revenue. Yet, the government has forced these struggling firms to pledge a donation of N5billion to its reelection campaign fund based on a promise announced by the Minister of Petroleum Resources last September 30 to grant the operators a facility of N213billion.

The whole nation is amazed at how Jonathan has given the power sector reform a very bad name.[size=18pt] In the name of privatization, for instance, assets of the defunct Power Holding Company of Nigeria (PHCN) have been handed over to cronies of the outgoing regime, rather than the best organizations which bidded for them.[/size] The privatization of the Enugu and Kano electricity distribution companies readily comes to mind. The financial and technical capacities of the so-called winners are nothing to write home about. The Jonathan government blatantly flouted its own rules on the privatization of PHCN assets.

Nigeria’s largest power generation plant, Egbin Power Plc, is for the first time in eight years generating above 1,000 megawatts of electricity.

This follows continuous investment and upgrade activities on the plant by the Sahara Power Group and Korea Electric Power Corporation, Egbin Power explained in a statement on Wednesday.

Eight years ago, the plant hit the 1,000MW mark for barely two hours and never attained it again until now, according to the company.

Prior to the privatisation of the plant in November 2013, the Egbin plant average generation was below 500MW due to the dismal state of its six units. At its lowest point, only two of the six units were operational, according to the statement.

The Chairman, Egbin Power Plc, Mr. Kola Adesina, was quoted as saying that the feat signposted the unfolding success of the privatisation process and the power sector reform in the country.

Adesina attributed the achievement partly to the direct intervention of the Federal Government in its determination to resolve the power crisis, which had resulted in recent improvements in gas supply

The NERC chairman has to be diplomatic and give GEJ credit. Yet the truth is that the power sector, like the oil sector and others, is another that was totally overtaken by the gross corruption and administrative irresponsibility GEJ is known for. Nigerians should prepare for the corruption and rot that will be revealed about the power sector under GEJ-especially the pseudo-privatisation 'boju-boju' that was just a way to enrich many AGIPs and PDP bigwigs. I will try and find an article about what GEJ actually 'achieved' in the power sector. Overall Nigerians should not celebrate too much because 4700 MW is nothing in relation to Nigeria's immediate and future needs. Yet the reality is that this modest gain is down to the much vaunted Buhari 'body language' because, give or take, we always had the capacity, even before GEJ, to hit around 4700 MW. those who know the power sector well will confirm this.

in the end Buhari's 'body language' , centred around zero tolerance for impunity, is the reason some of us spent so many hours of our time online and offline before the election working for his win. I have always argued that Europeans and Westerners are no less corrupt than Africans. The difference is that punishment is swift and decisive for wrongdoing in the developed world, and this has created a 'deterrent' culture where things work , whereas this is not the case in Nigeria and many African Countries creating an 'impunity' culture where nothing works and it is every man/woman for himself/herself . Jonathan is a poster child of the corrupt ways and system killing Africa. He never believed in punishing anyone or holding those under him accountable. To that end, impunity reigned under his government and no one was bothered to do their job as they could/should. Under Buhari, a hardliner who believes people must give value for what they are paid to do, you will be fired for incompetence, corrupt acts or general indolence in the workplace. Crucially, everyone understand this and are 'behaving' themselves.

The slackness that obtained under GEJ is gone. This is a President who will question why you have not done your job properly and will sack you if you have no tenable excuse. That is the major game-changer and that is why some of us backed Buhari fervently. That is what all progressive nations of the world have in common . I.e there is a system in place that punishes corruption, crime, incompetence, lack of focus and lack of performance. PDP destroyed all that with their style of governance which actually encouraged Nigerians to be as corrupt, as indolent, as clueless and as inept as possible with the obvious assurance that there will be no consequence at all for doing things that way. Change is here and the GEJ supporters can continue to resist and offer excuses but they will be won over in the end. Even today most GEJ supporters are beginning to understand that the lawless, indisciplined and ultra-corrupt society GEJ and the PDP helped to create, where impunity was king, is not a way forward for Nigeria.

According to records, some of the achievements of the reforms are; privatizing the power industry, improved power generation from 2,200 megawatts he inherited, to 4,500, re-instating the moribund NERC and commissioning of several power plants in Ogun, Aba, Sapele and Lagos amongst several other achievements.
