The logical thing for Nigerians to do is to demand for an evidence to prove the lodgement of funds. which bank?

Well, what you read was inaccurate. If you want to know the states that have largest civil servants, go to the Niger Delta states, you will be shocked.
Secondly, on the issue of OYES, your argument doesn't add up. This first set of OYES was 18,000 on the stipend of N10,000 =N180,000,000 monthly from February 2011 to January 2013 (he claimed that he was using security votes to do that) and were all laid off. Not that they were absorbed into the civil service. The second batch, 2013 to 2015 were not even up to 12,000 in total and they are still being owed up to 10 months arrears.
Thirdly, he only retained few of the second batch to continue after their two years since he couldn't recruit another set and he didn't want people to tag the programme as failure.

Governance is really a shady business lately, CBN will say A, state governors would say B, opposition would say Z. CBN claimed the money would be paid directly to the accounts of the workers after the state had fulfilled their end of the bargain only to hear now that the state now has access to the said fund, how much more one yielding interest. So sad, this is at the detriment of the expectant workers. Only God will save us from enemies within.

They purchased patrol vehicles and communication gadgets for their state police force which served as a great incentive for them to fight crime.
200 million can get 50 Kia Rio cars (using Enugu as an example) which can be stationed permanently at various outposts in the state.

That way you reduce unnecessary recurrent expenditure and conserve money for capital projects which are also a source of employment.
