It is good to have but no compulsory... I didn't have any for my Duplex. Good electrician knows what to do.

Sir, it depend on how complex your structure is and also depend on if the drawing will be sealed /stamped with electrical engineering seal.

If your drawings will not be going for approval, I think 50k is okay

Planning is everything, don't be cheap (kidding)
Get a plan, preferably done by your electrical contractor/ whover will be doing the installation. rub minds, and create your unique plan. don't settle for some random copy & paste job.

would be very easy to do, if they are all on the same loop, you simple connect it to the timer socket which comes with a 13amp plug&socket.
