This is TRA's response after throwing them the question on substituting years of experience for qualification as described by ANZSCO:

In order to achieve a successful MSA outcome evidence is required of:
a qualification comparable to the relevant qualification in Australia for the occupation and
employment at the required skill level for Australian industry standards.

TRA does not assess to ANZSCO descriptors, TRA has its own requirements for assessment, as mentioned above.
