In basic terms, a screenwriter is a crew, while a director is a captain of the ship. When a ship is docked well, you don't praise the crew, rather, you praise the captain on the account of his nautical skills, yes?

In technical terms, a screenwriter is bound by a contract that stipulates their output only ends when they handed in their work to the contracting entity, whilst a director's contract stipulates their work only stops when all aspects of filmmaking are completed. So basically, directors receive more credit because they do most of the heavy lifting.
