Just because NCDC and some task force workers want to make more money they keep dishing out unverifiable figures. You told us incubation period is 14 days and that another 14 days is necessary. After these new 14 days they will say some people show symptoms after another 14 days. Our health workers are trying though

The '7000' need not to be tested or quarantined. Testing is for those that develop symptoms. Those that are exposed are to self isolate themselves and contact authorities if they develop symptoms.
