Just because you have not experienced racism directly or indirectly in America or wherever does not mean it does not exist neither does it mean it is not a primary function of our society, heck the foundation of our country is premised on slavery/ racism. No they dont have jurisdiction. They only have jurisdiction when it falls under federal law (to fall under federal law it has to occur on USG property, at sea or within the military). The only thing they are looking for here is violations of federal law, which translates to civil rights violations. The F.B.I won't actually do anything in my opinion.
