Development is to develop - and nothing beats physical development - so we start from there - and definitely likes of Newyork, London, Tokyo,Beijing and Paris come into mind as top 5 for me. In Africa we are talking Joburg, Cairo, Nairobi, Capetown and Lagos as the top 5.

But if you're looking for nice little towns then you start looking at the Widhoeks.

So the most developed - has to start with most structures (skyscrapers, buildings), infrastructure (rails, metros, trams), etc etc

Dar seems bigger by urbanization than Accra but to compare dar with Lagos I would be lying lagos is bigger than Nairobi even more people more buildings.
Basically by landmass it's very difficult to tell. by development I would put

Lagos and Nairobi in the same class
Dar, Addis and Abidjan in the same class
Accra, Lusaka, Harare and Luanda in the same class

SGR has been awarded tender to supply all the cargo from naivasha dry port to and from Mombasa , you can imagine how much revenue is received from that,
People nowadays prefer traveling with train since it's more fast and reliable means compared to busses, personally, I can't use a bus to go to Mombasa when a fastest reliable means is available!! , sometimes I do lack space due to massive number of users, so I have to wait for the time I will secure one.
SGR is not by any means making loss, I bet your show off electric train should be a subject topic for that matter, your train is there as a show off, right? . Tell me how many passengers does it carries.
