Arrested at the premises of the Bayelsa State Governorship Election Tribunal in Abuja on the 15th of August, the governorship candidate of the Liberation Movement in the 2019 election is believed to still be in detention.

Vijay Opuama had lost his case at the tribunal before his arrest by security personnel at the premises in Abuja.

In the meantime, the chairman and members of the Bayelsa chapter of the Liberation Movement have staged a peaceful protest demanding the release of their governorship candidate almost two weeks after his arrest.

Marching through major roads of Yenagoa, they took the protest to the headquarters of the Bayelsa state police command.

The Presidency has listed 35 policies, programmes and projects as some of Buhari's major achievements in the last one year.

President Muhammadu Buhari is currently in his second tenure in office and was re-elected in 2019.

The listed achievements span across the economy, governance, transportation, o upil and gas as well as human empowerment.

In a statement by the official presidency Twitter account @NGRPresident on Friday August 21, they listed the President's achievements to mark his one year in office.

They listed the Presidential assent to Companies and Allied Matters Act (CAMA), the creation of new ministries, the increment of corpers' monthly allowance to N33,000, N-power intervention scheme, among others as part of his achievements 5

· President Buhari established new Ministries, including Police Affairs and Humanitarian Affairs, Disaster Management, and Social Development, exactly a year ago, August 21, 2020.

· The Budget Implementation Cycle was successfully restored to a January-to-December Calendar, with the signing of the 2020 Appropriation Bill in December 2019.

· President Buhari signed into law a Finance Bill, to reform domestic tax laws, introduce tax incentives for investments in infrastructure and capital markets, and improve the business environment. It was the first time since the return of democracy in 1999 that a Federal Budget was accompanied by a passage of an enabling Finance Bill.

· President Buhari approved a 10 billion Naira Intervention Fund for the upgrade of the Akanu Ibiam International Airport, Enugu. That project is now very close to completion.

· President Buhari ordered a forensic audit of the Niger Delta Development Commission (NDDC)

· Nigeria rose 15 places on the World Bank Doing Business Index, to 131st position, from 146th, earning a place as one of ten top performing countries in the word

· President Buhari assented to the Deep Offshore (and Inland Basin Production Sharing Contract) Act, a landmark legislative reform which will generate hundreds of millions of dollars in extra government revenues annually

· President Buhari performed the ground-breaking for the University of Transportation in Daura, an investment by CCECC in Nigeria. On a similar note, Vice President Yemi Osinbajo performed the ground-breaking for a new Wagon Assembly Plant in Kajola, Ogun State, which will produce rolling stock for Nigeria's new Rail Lines, and create jobs for thousands of Nigerians.

· President Buhari approved the Financial Transparency Policy, mandating publication of Public Financial Information through an Open Treasury Portal.

· Nigerian has a new Visa Policy, that will improve the business environment, attract innovation and FDI, boost tourism and improve African integration.

· Nigeria commenced issuance of Visas on Arrival to all persons holding passports of African countries

· President Buhari approved the commencement of the Community Policing initiative, and has approved a 13.3 billion Naira take-off grant.

· Nigeria commenced Operation 'Ex-Swift Response', a multi-agency security operation to secure the nation's land borders.

· President Buhari flagged-off construction of the Ajaokuta-Kaduna-Kano (AKK) gas pipeline.

· President Buhari launched the the Presidential Artisanal Gold Mining Scheme. (Factsheet below)

· President Buhari established the Economic Sustainability Committee (ESC), under the leadership of Vice President Yemi Osinbajo. The ESC has since developed the Nigeria Economic Sustainability Plan (NESP), a 2.3 Trillion Naira stimulus package to help cushion the effects of the Coronavirus pandemic. (Update below)

· The Federal Executive Council approved the kick-off of pre-engineering phase (and payment of part counterpart funding) of the Presidential Power Initiative, a government-to-government deal involving the Nigeria, Germany and Siemens AG.

· Final Investment Decision was reached on the US$10 billion Train 7 expansion of Nigeria Liquefied Natural Gas (NLNG) Limited (in which the NNPC holds a 49 percent stake). This was followed by the signing of the engineering, procurement and construction (EPC) contract for the project. The Train 7 will expand NLNG's capacity by 35 percent, and further position Nigeria as one of the leading producers and exporters of LNG in the world.

· Commencement of payment of increased Allowance (33,000 Naira monthly) to NYSC members.

· President Buhari established the National Humanitarian Coordination Committee (NHCC), and the Presidential Task Force on Covid-19 (PTFCOVID19).

· President Buhari approved the release of a 10 billion Naira Grant to the Lagos State Government and a 5 billion Naira Grant to the Nigeria Center for Disease Control (NCDC), to support the Coronavirus Response.

· A National Special Public Works (SPW) programme kicked off in the first quarter of 2020, with a successful pilot programme in eight States. It is now being expanded nationwide, and will provide employment and stipends for 774,000 young Nigerians - 1,000 beneficiaries per Local Government) for three months, starting October 2020. · The Itakpe-Warri Railway Line is now ready for operations. Construction commenced more than three decades ago, and then the project was abandoned for many years, until President Buhari took office. It has now been completed and is ready to commence commercial operations, as Nigeria's "Central Line."

· Track-laying for the main section of the new Lagos-Ibadan Standard Gauge Railway Line was completed in March 2020, almost exactly three years after Vice President Yemi Osinbajo performed the ground-breaking ceremony for the project, on behalf of President Buhari.

· The Nigeria Police Trust Fund, established by the President in 2019, has now been operationalised, with the appointment and inauguration of a Board of Trustees, and an Executive Secretary.

· Nigeria defeated Polio - attaining, in Q3 2020, the status of being officially free from the Wild Polio Virus, for the first time in the country's history.

· No fewer than three private Modular Refinery projects have been completed in 2020, a clear manifestation of the success of the New Vision for the Niger Delta, President Buhari's Peace, Security and Development Agenda for the oil-producing region of Nigeria. The Modular Refining element of the New Vision involves extending policy and financing support to private investors seeking to establish Modular Refineries.

· The first of the dozen A-29 Super Tucano light attack, combat and reconnaissance aircraft ordered by Nigeria in a government-to-government deal with the United States successfully completed its inaugural flight at the production facility. The full fleet is scheduled for delivery in 2021.

· President Buhari approved the establishment of a 75 billion Naira Nigerian Youth Investment Fund (NYIF), to provide 5%-interest business loans to Nigerians aged between 18 and 35. Details here

· The Central Bank of Nigeria (CBN) launched a 50 billion Naira Household and SME support facility, to cushion the effect of the Coronavirus pandemic. As at July 2020, N49.195 billion has been disbursed, to over 92,000 beneficiaries.

The Federal Government has released a comprehensive schedule for various National Examinations for exit classes, spanning from 17th August to 18th November 2020.

A statement signed by the Director, Press and Public Relations Ben Bem Goong stated that the National Business and Technical Examination Board, examinations will start on the 21st September and end by 15th October 2020.

The Senior Secondary School Certificate Examinations, for SS3, conducted by NECO will start on the 5th of October and end on the 18th of November, 2020.

The Basic Education Certificate Examinations, for JSS 3 also conducted by NECO, will start on the 24th of August and end on the 7th of September, 2020.

Also, the National Common Entrance Examination, which is a one-day NECO examination for intending applicants into Unity Colleges will run in-between the Senior Secondary Certificate Examinations which is on Saturday, 17th October 2020.

The statement further indicates that the National Board for Arabic and Islamic Studies examination will commence on Wednesday, 23rd September and end by 17th October 2020

The West African Examinations Council (WAEC) has announced that West African Senior School Certificate Examination (WASSCE) is set to commence on Monday 20 July with project work for Visual Arts candidates, while theoretical papers are set to start on 3 August 2020 and last till 5 September with Principles of Cost Accounting and Technical Drawing.

The candidates get to choose from 60 subjects, with four of them core and 56 elective. The subjects are mainly based on the seven programs taught at senior high schools which are General Arts, General Science, Business, Agricultural Science, Visual Arts, Home Economics, and Technical Skills.
Announcing the timetable came at a time when West African nations are considering re-opening school and whether it's the right decision to be made or not.

For example, in a previous briefing for a presidential task force on Covid-19, Nigerian minister of education Emeka Nwajiuba confirmed that school facilities would be made available for revision classes ahead of the examination.

Nwajiuba also noted that those nations willing to take part in WAEC exams should re-open schools for students to revise before the exam, and students themselves should work hard and start preparing for their exam, claiming that there is still a month remaining before the exams get underway.

The Nigerian minister commented: “We’ve done the most we can to talk with our representatives at WAEC and this [Monday] afternoon, we confirmed dates allotted for the exams will be from 4 August through to 5 September. “Local timings will be published," he added. Justice Ayokunle Faji of the federal high court, Lagos, has dismissed the bail applications of 10 alleged pirates, arrested by the Nigerian Navy in May 2020, he ordered continuation of the accelerated trial instead.

The judge noted that the grave offences for which the men are being tried are a threat to national security.

The court relied on judicial precedents, to the effect that human rights must be suspended so that national security can be protected. He also considered the punishment for the alleged crimes, which include life sentence and a 50 million fine, if found guilty under the suppression of piracy and other maritime offences act of 2019.

This is the first trial to be prosecuted under the law.

Last week, the accused argued their motions,on the grounds that there was no cogent Information in the charge,and that the offences are bailable, which the court has the powers to grant.

Some of the defendants were also said to be ill, and needed medical attention outside their detention facilities. But the court ruled that there was no proof of the nature of the said illnesses in their applictaions.

The federal government through its lead counsel, magaji Labaran is now examining its fourth and last witness, SP Danladi Aliyu.

The defendants are accused of attempting to hijack a Chinese fishing vessel, holding several foreign hostages, 149 nautical mile off the Lagos fairway bouy.

The Progressives Congress has accused the Governor of Edo State, Godwin Obaseki, of orchestrating the attacks in front of the palace of the Oba of Benin.

The APC at a press conference described the incident as an attempt by the sitting Governor to scuttle the elections.

The APC Media team is also accusing Governor Obaseki of planning to unleash a probe on its former national chairman, Adams Oshiomhole.

NIGERIA CONSIDERING GCE as REPLACEMENT FOR 2020 WASSCE- MINISTER

The federal government has said Nigerian students may be asked to sit for the General Certificate Examinations (GCE) holding in November if the country fails to meet up with this year’s timetable for the West African Secondary School Certificate Examination (WASSCE).

The GCE is a private examination which is only offered in November and the results are available by December.
The Minister of State for Education, Emeka Nwajiuba, made this known at the bi-weekly Presidential Task Force (PTF) on
COVID-19 meeting on Thursday.
The minister explained the shift may become necessary since the WASSCE cannot be rescheduled for any reason.
PREMIUM TIMES reported how the Nigerian government reversed its earlier announcement on the resumption of schools.
It also said no Nigerian school will participate in the WASSCE earlier scheduled from August 5 to September 5.
The decision was made to prevent the spread of COVID-19 among students who usually gather in large numbers during the yearly examination.

Also, Nigeria, Ghana, Sierra Leone, The Gambia, and Liberia have begun discussions on postponing the WASSCE.
However, Mr Nwajuiba said there was already a negotiated timeline to move local language subjects such as Ibo, Yoruba and Hausa as offered in Nigeria, behind from their usual spots as first written subjects.
This is to allow all participating countries the needed time to write the general subjects at the same time if Nigeria is able to meet up with the WAEC timetable.
“Nigeria is not moving away from it, the option would have been to go to November to take the GCE external exams. Nigeria is carefully studying that if in the event everything fails, we may go to that,” he said.

“In the guideline, there is a checklist of the requirements to be put in place and we have given a cut off date so we can know who needs help,” he said.
According to him, “we need to know if the teachers cannot be provided with masks, if the school is unable to do that we need to know ahead because states that have given dates for resumption of schools are setting a timetable along the lines we have already explained and they are free to do this.
“Many states have come to say they are unable to meet up with that date that is why the minister requested WAEC give us and the schools some time to meet up,” he said.
He said the government will work out a ‘domestication module’ that will take “our peculiar subjects behind after we have done general (subjects). This will buy us the time we need for all of us to be at par with the rest of West Africa and operating at the same time because the unanimity with which WAEC has always worked is still very important to us.
“WAEC unfortunately, is unable to wholesomely move the exams but we have also worked out a negotiated timeline with WAEC on what we call peculiar Nigerian subjects. These are subjects that are only held in Nigeria such as Ibo, Hausa, Yoruba. The Ghanaians will take examinations peculiar to them,” he said.
