There is a difference between both groups. Those countries you listed have the capacity and proven ability to adequately monitor and manage an outbreak such as this. But for a country like Nigeria, our Health Minister is asking Chinese citizens who come into the country to PLEASE quarantine themselves angry

It's okay. Since you already sent an apology, you can rest with it. You can't get everyone to like you. Though I still think it's important you talked it out with him whenever you meet. The best way to resolve differences is by communicating. When you do, also let him know you are not happy about how he ghosted you despite the apology. If after exploring that avenue of reconciliation and there is no change of attitude, you can simply ignore.

Lol, not necessarily. You are just angry that he ignored you. Tendered apologies should always match the nature of offence. We don't know what transpired, so we can't be a ready judge. But if you are convinced the text message was enough to placate him, then so be it.

He may not necessarily be holding grudge towards you, just taking precautions to avoid a repeat. You seem to enjoy his company when he is around, which explains your present anger. Learn from this and control your temper.

And that's a boomerang. Your efforts become counterproductive. There are lots of errors in the Christianity that is practiced by the church today, and that, especially in Nigeria. The thing is, when the Europeans brought Christianity to us, they laced it with their culture and other gimmicks with the intent of keeping us in subjection. They made us see many of our harmless cultures in bad light so we continually look up to them as the authors of civilisation. These things still plague Nigerians today, and even our religious papas are not helping matters.

The onus thus lies with us in unwinding ourselves out of that mesh by studying the Word in its original form. This cannot be overemphasized.
