The Socio-Economic Rights and Accountability Project, has issued a Freedom of Information request to Mr Godwin Emefiele asking him to “urgently provide information about the persons involved in alleged money laundering through the Central Bank of Nigeria to fund the activities of the Boko Haram, which have contributed to the unlawful killings of innocent Nigerians and destruction of property.”

SERAP also asked Emefiele to provide “within 14 days of the receipt and/or publication of this letter, information on the exact nature and duration of any such transactions.”

It threatened to use all appropriate legal actions under the Freedom of Information Act to compel the CBN governor to comply with its request.

In the request dated September 15, 2014, SERAP’s executive director, Adetokunbo Mumuni, said, “Given the involvement of the CBN in this matter and the fact that you are the governor of the bank, we believe that you will be able to use your position and leadership to provide appropriate records and information on what exactly happened.

“SERAP is concerned about the damaging allegation especially given that the CBN as a regulatory body has a responsibility under the UN Convention against Corruption and other national laws to prevent money laundering in banks, and to ensure that its systems are transparent and accountable to the Nigerian people.

“It is necessary to provide clarity as to what exactly happened through the CBN if the bank is to continue to play a leadership role in the fight against corruption and money laundering, and to enjoy the public trust and confidence essential for its effectiveness.

“Providing the information would also help to ensure full accountability for those involved in international crimes, and contribute to the process of providing effective remedies for victims.

It noted that the information being requested does not come within the purview of the types of information exempted from disclosure by the provisions of the FOI Act. The information requested for, apart from not being exempted from disclosure under the FOI Act, bothers on an issue of national interest, public peace and concern, interest of human rights, social justice, good governance, transparency and accountability.”

It would be recalled that a Perth-based international adviser to Nigeria, Dr. Stephen Davis, who for four months was involved in negotiations on behalf of the federal government with commanders of Boko Haram for the release of over 200 schoolgirls kidnapped by the sect last April, has named a former top official of the Central Bank of Nigeria among those that have provided funds and other logistics to Boko Haram to commit crimes under international law.

Stanbic IBTC Holdings Plc, a member of Standard Bank Group, says it has organised a book reading session for students in Lagos as part of the events marking the World Literacy Day.

The lender said the move would help to deepen the reading culture among Nigerians, especially the youth and students.

According to the bank, the exercise is an integral part of the organisation’s corporate social investment initiatives.

The company said the event was held at Zaccheus Onumba Dibiaezue Memorial Libraries, Ikoyi, Lagos, with students from various secondary schools in Lagos in attendance.

A statement by the bank quoted the Manager, Events and Corporate Social Investment, Stanbic IBTC, Ame Okwudi, who conducted the reading sessions, as saying that the initiative was meant to help in laying a solid foundation for the breeding of a future generation of Nigerians.

“The book reading session, in collaboration with Zaccheus Onumba Dibiaezue Memorial Libraries, is a demonstration of our commitment to facilitating a better future for Nigeria by providing young people with opportunities to have qualitative education. We will continue to identify partnership opportunities towards the sustained development of the education sector in Nigeria,” she stated.

Politics / Jonathan Encouraging TAN To Break Electoral Law –APC by Sunsamthy(m): 2:25pm On Sep 15, 2014
The All Progressives Congress has berated President Goodluck Jonathan and the Peoples Democratic Party for flouting the electoral law by encouraging and funding the Transformation Ambassadors of Nigeria which has been rallying support for Jonathan’s re-election nationwide.

The National Publicity Secretary of the party, Alhaji Lai Mohammed, said in a statement on Sunday that Jonathan’s refusal to stop the rallies was evidence that he was behind TAN.

The APC also said the fact that the rallies were being coordinated by the Secretary to the Government of the Federation, Anyim Pius, ministers, governors and other public office holders in Jonathan’s administration, showed that TAN had the President’s backing.

The APC said it was hypocritical of the President to have stopped the Bring Back Goodluck 2015 movement after international condemnation but allowed TAN to continue to operate. The party said the collapse of the podium where dignitaries were seated during the TAN rally in Niger State on Saturday was only the beginning of the destruction of the PDP.

The statement read, “If the President had not been running a government hallmarked by impunity, there is no way any political party would have brazenly kick-started electioneering campaign under the guise of an ‘’NGO’’ that is coordinated by the Secretary to the Government of the Federation, ministers, governors and other public officials, at a time like this.

“The PDP-led Federal Government and its ‘NGO’ called TAN are bare-faced liars and cheats. They have seized an undue advantage over every other party by defying the nation’s laws to start an early electioneering campaign, and no one, not even INEC, dares call them to order! Little wonder, their podiums are collapsing under the weight of their lies,’’ it said.

However, the PDP in a statement on Sunday, urged members of TAN and other groups in support of the second term of Jonathan not to include officials of the party in their campaigns.

The National publicity Secretary of party, Chief Olisa Metuh, who said this in a statement he issued, said it was wrong to link officials of the party with the campaigns of the support groups.

Metuh insisted that while the party recognised the inalienable right of citizens under the 1999 Constitution (as amended) to freely associate and publicly express their support for persons of their choice, the party wished to restate in the strongest possible terms that no official of the PDP at any level should for any reason whatsoever be involved in such events until after the primaries.

THE Rivers State Government has warned the Federal Government to shelve its plans to renovate some of the state-owned schools.

The Minister of State for Education, Chief Nyesom Wike, had last week promised that the Federal Government would soon begin to give some schools in the state a facelift.

Wike, who made the promise during the foundation laying for the Federal Junior Model Secondary School in Ogu/Bolo, specifically said the Federal Government would build additional classroom blocks at the Birabi Memorial Secondary in Bori, Khana Local Government Area.

The minister also pledged to renovate and build more classroom blocks at Community Secondary School in Ubima, the hometown of the state Governor, Mr. Rotimi Amaechi, and Saint Aquinas Secondary School, Elele.

But the state Commissioner for Information and Communications, Mrs. Ibim Semenitari, said on Saturday that the Federal Government to should stay away from the state-owned schools.

Semenitari, who spoke with newsmen at the press briefing on Native and Vogue International Fashion Week coming up on September 19 to 21, 2014 in Port Harcourt, explained that the minister should rather pay attention to the Federal Government Girls College, Abuloma, that had no dining hall.

“We want to tell the Minister of State for Education, Nyesom Wike, that we don’t want any third-rated buildings or blocks of classrooms in our school premises in Rivers State. The Rivers State Government is not interested in any white-wash buildings or performance in our schools.

“The minister has not done anything about Federal Government Girls College in Aboloma that does not have a dining hall; he has not done anything about the Federal Government College, Port Harcourt; and he has not done anything about the University of Port Harcourt.

“Let him go and build the nomadic schools that they have not been able to complete; let him go and attend to the nomadic schools that are falling apart. They have not been able to build schools for itinerant teachers.

“Wike should stop playing to the gallery; he should stop playing with the lives of Nigerian children and be focused in keeping our children in schools. Wike should be ashamed that Nigeria still has the highest record of out-of-school children,” the commissioner maintained.

Semenitari noted that the current administration would not allow any stranger to deface property belonging to the state, even as she urged the Federal Government to assist in constructing the Bonny-Bodo road.

“They (FG) refused to start it, but as soon as we worked out an arrangement with the Nigerian Liquefied Natural Gas Company to construct the road, the Federal Government told NLNG to stop and claimed that they will start it and awarded the contract. Up till now, the people of Bonny cannot ply that road.

“We have been careful in recent times not to join issues with the Federal Government because we have been focused on our paid jobs. We like to request the Federal Government to focus on its paid job.

“We have over 200 girls missing and Wike, as a father, should be concerned. But he has been unable to do his job as a minister to make sure the girls return to us,” she added.

Semenitari, however, dismissed claims that the state was indebted to the tune of N300bn, adding that Rivers has only the sum of N81bn to pay as debt.

Promising that the current administration in the state will not be leaving any debt for the incoming government, Semenitari said the state government was setting aside N11bn every month to service its debt profile.

The Yobe State Ministry of Education has warned that it would take stringent measures against teachers who fail to report at their duty posts on the next schools resumption date.

The state’s Commissioner for Education, Alhaji Muhammad Lamin, told the News Agency of Nigeria in Damaturu, on Monday that the government could not afford negative attitudes capable of sabotaging education in the state.

He said, “Yobe State is educationally disadvantaged and cannot afford more negative attitudes capable of sabotaging government efforts in moving education forward.

“Government will take stringent measures, including sacking of any teacher who fails to resume or absconds from their duty posts on the date of resumption.”

The Commissioner explained that some teachers and students have formed the habit of not reporting to school, weeks after resumption.

He said, “Last term when I visited some schools two weeks after the schools resumed, 50 per cent of teachers and students had not resumed.

“Henceforth, the government will bar students who register for examinations and abscond from the schools only to re-appear at the commencement of the examinations.”

According to him, any lesson missed by a student could not be replaced, and about 40 lessons are supposed to be covered in a week.

He said while the government was trying to provide facilities and a good environment, it expected the teachers to be on the ground to carry out their responsibilities.

He further attributed security challenges, attitudinal factors arising from teachers, students and parents, inadequate laboratory facilities, as some factors responsible for the 4.8 per cent performance of Yobe students in the last school certificate examination.

He assured that government was making efforts to accommodate internally displaced students and pupils across the state to enable them continue with their studies.

He added that schools that register many students would operate two sessions daily – morning and afternoon.

He said a ‘safe school initiative’ program introduced in the state would allow for 400 senior secondary school students and another 400 junior secondary schools from the state to be transferred to Federal Government Colleges to continue with their studies.

The Federal House of Representatives has described the efforts by the Edo State Government to reduced unemployment, Adams Oshiomhole, and the level of infrastructural development in the state as “second to none.”

The Chairman, House Committee on Education, Hon. Aminu Suleiman, who disclosed this when he led other members of the committee on a courtesy visit to the governor at Government House in Benin, added that the committee had assessed the state and seen the developmental efforts of the state government.

Suleiman, while describing the Governor Adams Oshiomhole as a pan-Nigeria leader, who accepted to come back after presiding of the Nigeria Labour Congress, as President, to become Governor of the state, which, according to him, was a sign of humility in display, appreciated the people of state for the confidence they reposed on him.

He said, “Your fight against poverty and your drive for human capital development is actually second to none in the face of zero resources, because Edo State is only an oil producing state probably by name; if the resources accruing to oil producing states are anything to go by. Yet, you have utilised the little you are receiving judiciously well to further earn our respect.”

“We are here and many of us are satisfied with what we saw. Those of us who are familiar with Edo State continue to wonder where you manufactured the funds to do what you are doing in the state.

“We want to particularly thank the people of Edo State and the government headed by you for what you have been able to achieve. I say this because you have spent your life traversing the nooks and corners of this country, fighting for and on behalf of all Nigerians, irrespective of tribe, colour, creed and religion.

He also reiterated the confidence of the House in the political style of the former NLC boss, whom he said had suffered enough deprivations, denials and brutality on behalf of Nigerians.”

“I want to say on behalf of the Committee that you have a huge followership in the House of Representatives who believe in your style irrespective of the political leaning and I think at the appropriate time when the need arises, we will make use of that political capital. The House of Representative is one classical example of a house that does act in the National interest irrespective of the political party”

The Chief Executive Officer of Dansa Foods Limited and Bulk Pack Services Limited and younger brother to Alhaji Aliko Dangote, Mr. Sani Dangote, has approached the Lagos Division of the Appeal Court, asking for an order to change the judge that ordered the freezing of his bank accounts in 20 commercial banks in Nigeria.

In the appeal filed pursuant to Order 6 Rule 2 Court of Appeal Rules, 2011, Dangote, through his lawyer, Mr. Rickey Tarfa (SAN), also prayed the appellate court to set aside the order given by Justice Okon Abang of a Federal High Court in Lagos freezing his accounts in the 20 banks.

Tarfa, in the Notice of Appeal, argued that the trial judge, Abang erred in law by granting the freezing order, saying that there was no material placed before the court to warrant granting such an order.

He also said that Abang acted in excess of the court’s jurisdiction and his judicial powers when he made the freezing order.

He, therefore, prayed the appeal court to order the Chief Judge of the Federal High Court, Justice Ibrahim Auta, to re-assign the case to another judge.

At the Tuesday proceeding, Tarfa also brought an application on behalf of his clients challenging the leave of the vacation court granted to Union Bank to hear the case.

In the application, Tarfa argued that the order for leave was made under misrepresentation of facts by the bank and that the consent of the defendants were not sought before the order was granted.

The applicant’s counsel, Mr. Kemi Pinheiro, in response, however, said that he needed time to respond to the defendants’ application.

Pinheiro insisted that he would take the full advantage of the period prescribed by the rules of court to reply to the defendants’ application.

After entertaining arguments from the both parties, Abang, in his ruling, adjourned till September 22, 2014 to hear the defendants’ application.

Abang had on September 4 given an order directing 20 commercial banks in Nigeria to shun all forms of funds withdrawal by Sani and his two companies until all applications in a suit brought against Sani and his comapnies by Union Bank Plc were heard.

The court had also ordered all the banks named to declare Dangote’s statement of account in their affidavits.

The banks named were Access, CITI, Diamond, Ecobank, Enterprise, Fidelity, Keystone, Mainstreet, Skye, Wema, Heritage, Sterling, Unity and Zenith Banks.

Others are First Bank, First City Monument Bank, Guaranty Trust Bank, Stanbic IBTC, Standard Chartered Bank and United Bank for Africa.

Governor Abiola Ajimobi of Oyo State said at the weekend that his mission in government was to leave a legacy that will be difficult to surpass by any administration that will succeed him.

He stated this during his investiture as the Grand Patron of the Ibadan Recreation Club 1902 at the club’s ground in Adamasingba, Ibadan.

While enumerating some of the achievements of his administration, which included the provision of adequate security, clean environment and massive infrastructure development, Ajimobi said these had made the state to become the investors’ destination of choice.

He added that his administration had also resuscitated the Asejire Waterworks, which was allegedly abandoned by previous administrations in the last 17 years.

Governor Ajimobi disclosed that his administration had fulfilled its promise to place civil servants in the state on better salary scale comparable to their counterparts in other states in the South-West zone.

He urged members of the Ibadan Recreation Club to contribute their own quota towards the urban renewal policy of the state government by maintaining a clean environment within the clubhouse.

The President of the Club, Mr. Adeoye Adeshoye, in his remarks, said the club was very proud to be associated with the present administration because of its achievements in environmental beautification and provision of adequate security.

Ekiti State Governor-elect, Mr Ayodele Fayose, has denied saying he will probe Governor Kayode Fayemi when he takes over from Fayemi on October 16.

The governor-elect, who defeated Fayemi during the June 21 governorship election, further stated that he had no Twitter account and anything credited to him on the micro-blogging site was false.

Fayose said this in a statement issued by his Chief Press Secretary, Mr. Idowu Adelusi, on Monday.

He said sensitive state matters would be communicated to the public through the appropriate channel and not on social media.

The Peoples Democratic Party leader said although he was averse to some of the policies of the Fayemi administration, he would not engage in a smear campaign.

He said, “The governor-elect dissociates himself from any report sourced from the social media, claiming that he will probe Governor Kayode Fayemi. The Governor-elect does not operate a Twitter account and equally believes that if there is a need to take a decision, he does not need to go to the social media.

“In this day of Internet fraud, it augurs well for media houses to crosscheck. If the governor-elect has issues to clear or react to, he can contact such people. We don’t play politics with the future of our state. So, we take exception to such reports and we want to make it clear to the public that if we have issues, we will issue statements.”

The Borno State Government said on Monday that it planned to distribute 500 buses to members of the National Union of Road Transport Workers in the state on loan.

The state’s Deputy Governor, Alhaji Zanna Mustapha, made the disclosure in Maiduguri on Monday when officials of the NURTW paid him a courtesy visit in his office.

Mustapha said the gesture was aimed at addressing the shortage of vehicles for commercial activities in the state.

He said the prices of the buses would be subsidised by the state government to enable the beneficiaries to obtain them.

The deputy governor said the state government had also deposited N3bn in its Micro Finance Bank as loan to individuals to boost their economic activities.

He said the state government had also released N100m to the Borno Express Transport Cooperation to rehabilitate and update its facilities for better performance.

Mustapha told the officials that the gesture would be extended to other organisations to enable them to perform better.

He also assured the union of continuous government assistance to families of NURTW members who lost their lives to insurgency.

The Chairman of NURTW, Biu Local Government Area chapter, Alhaji Gambo Yakubu,, who led the delegation, commended the state government for the numerous developmental efforts in spite of the current security challenges facing the state.

Yakubu appealed to the state government to help the union complete its new primary school in Biu, headquarters of Biu Local Government Area.

He also urged the government to assist members of the union who lost their vehicles to Boko Haram insurgency.
