Senator Dino Melaye's Bill to prohibit tribal marks passes second reading in Senate. One of the major reason for promoting this bill is the view that the practice of tribal marks contributes to spreading HIV/AIDS, just as unprotected sex is actually the number 1 means of getting the virus in Nigeria, maybe we should also pass a law to stop sex altogether?
There are historic and cultural underpinning to the tradition of tribal marks in the African context, I am 200% sure that the people in the countryside/villages, i.e. the custodian of traditional values were neither consulted or included in the decision for the formulation is this bill. Another top to bottom enforcement that will fail.
I understand there is a good case to check the spread of HIV; especially as it concern the use of unsterilized tools for making marks and circumcision (male) in the country. However, this is move amounts to cutting off the head because of headache.What we need is to empower and improve on advocacy on the use of sterilized tools amongst practitioners, and provision of facilities/tools to support them for prevention of HIV. Some hospitals at the local health centers still share syringes and needles, so what is this attack on a tribal marks?
This law/bill is therefore poorly thought out and should be thrown out or replaced with a bill dedicate to providing half of the salaries of the senators to improving health care provision among tribal marks practitioners in Nigeria.
Senator Dino Melaye is simply attacking a cultural practice that has been the way of life of the people for ages. Is like the culture of Tattoos, shebi some senators have tattoo? is that not Africa/oyibo tribal marks or a means of spreading HIV?

The practice of tribal marks serve a cultural purpose, while some were given at birth, many grew up to get it themselves, if we use a federal legislation to attack a local cultural practice on many years, it will amount to an affront to the way of life of our people. I will rather suggest that the legislation should be towards making it an item of choice and preserving the right of a child to take or reject the tribal mark. But if we go ahead and destroy this practice, there will be nothing to research and understand by 7 generations down the line about how we lived and what could be learnt from the former generation. As at today, the practice is not so popular anymore. we do not cut off the head because of headache, more so the people should consult very widely with the people in the villages. My view is formed from a purely academic point of view. Sustainability is very key to human existence.

A businessman, Tonye Okio, spent his Christmas and will start the New Year at a Bayelsa prison for allegedly criticizing the Bayelsa State governor, Seriake Dickson, on his Facebook account.

Mr. Okio, who was also a former Abuja Liaison officer for Bayelsa State, was arrested on October 26 at his Abuja residence.

He was subsequently blindfolded and driven to Bayelsa by the Special Investigation Bureau, SIB. The police also stripped Mr. Okio of his mobile gadgets and all postings on his Facebook account, ‘Tonye Okio’, about Mr. Dickson was deleted.

Two days after his arrest, the Bayelsa police released a statement that Mr. Okio was arrested for seditious publications against the Bayelsa governor.

“This is to inform the general public and the good people of Bayelsa State in particular that the Bayelsa police command has succeeded in apprehending one Tonye Okio ‘M’ of Otiokpoti, Ogbia Local Government Area, Bayelsa State for the offence of seditious publications.

“The suspects whose syndicate members are now at large will be appropriately arraigned in court when investigation is complete,” the police said.

The police then detained Mr. Okio for 10 days without trial. Mr. Okio’s lawyer subsequently filed a case at a Bayelsa High Court demanding his fundamental rights be obeyed and he be charged to court if he has indeed done anything wrong.

A day before his fundamental rights case was to be heard, the police on November 5charged the victim before a Magistrate Court for defamatory publication against the Bayelsa governor.

After taking his plea, the Magistrate Court adjourned the case to November 21 for trial.

When the case came up on November, 21, the magistrate court granted Mr. Okio, an aide to ex-Bayelsa governor, Timipriye Sylva, bail in what a civil society activist described as ‘ridiculous conditions.’

The bail conditions included N5 million with one surety in like sum who must be a permanent secretary in the state and resident within the court’s jurisdiction.

Following the ruling, the victim’s lawyer, Doueyi Fiderikumo, prayed the court that it would be impossible to satisfy the condition because the complainant was the state governor who he suspected must have threatened most permanent secretaries in the state.

Sources close to the Bayelsa State government also told PREMIUM TIMES that no permanent secretary under the state’s employ dare stand as surety for Mr. Okio out of fear of the governor.

Although an application was filed at the Nembe Division of the Bayelsa High Court in the state to demand a variation in the bail conditions, the court reportedly fixed three consecutive days for hearing and was unable sit on any of those days.

A ruling on the review of bail application was slated for December but was again adjourned by the presiding judge, J. Buofini.

On the said date, the judge through the court’s registrar notified counsels that the ruling on the bail review application was not ready; and therefore the case was adjourned tillJanuary 20.

While Gov Rotimi Ameachi May have a very strong case in saying the LGS need no autonomy, he should remember the LGS of today is a functional creation of the state Chief executive, who many time take 50% of their allocation, living them with nothing to even perform a miracle with. Ameachi's Two-Tier Nation is an attempt to cut the real people off the grid of nationhood, having said that, let me add that any autonomy granted to the Nigerian Local Government System of today will amount to a monumental waste of resources, nothing like what we have seen so far, just imagine sending an un-disciplined dog on errand with a chunk of freshly fried meat .

from my recent observation after going through the facts in this publication,is this; the statistics may be correct, note; maybe correct,also the poster needs to do a little more research especially into the level of drop out from the SE, not every body that starts a race finishes it. go back and check the level of drop out from each zones as you have done with the entry data or better still let's have the data on the statistics of graduation as against entry into school. you will have to go beyond Jamb to get it,as jamb only knows those who are entring,am really interested in ur findings, @ poster nice job.i want the drop out statistics,take itas a challange.are in the academia or you are apolitician ? shallom.
