hellooooo ma,Am asking to help a friend in need.He was selected in the last dv program, but never went for interview cos of family and finance. The issue is that on his status online,READY is shown.Pls ma,what does that mean.Ready without interview?

In general, no. Chargeability is generally derived from your country of birth, not your country of citizenship. Here's what the law says:

The alien must be a native of, or chargeable to, a diversity country...

“Native” ordinarily means someone born within a particular country, regardless of the individual's current country of residence or nationality. "Native" can also mean someone entitled to be “charged” to a particular country under the provisions of INA 202(b) (8 U.S.C. 1152(b)).

... As stated in the regulatory definition, the normal rules of chargeability apply to INA 203(c) (8 U.S.C. 1153(c)) immigrants. Many applicants may seek beneficial treatment from the rules of cross chargeability, as in the following examples:
(1) A spouse or child born in a country, which is not among those for which DV visas are available, may use the principal registrant’s chargeability when they are accompanying or following-to-join;
(2) A child born in a non-qualifying country in which neither parent was born nor resident at the time of the child’s birth, may claim the birthplace of either parent;
(3) A principal registrant born in a country, which is not among those for which DV visas are available, and the spouse who was born in a qualifying country, may be issued DV visas, provided the relationship was established prior to submitting the entry. In such instances, however, both applicants are considered principal applicants for the purpose of cross-chargeability and must be issued visas and apply for admission to the United States simultaneously.

If the entrant chooses the wrong country of chargeability at the time of the initial entry, the error will generally be disqualifying.

Remember how I promised to share information about immigration as soon as I find out about it? Well, here's something that's going to be announced this week:

"Please note that for DV-2016, there are no changes to the eligible countries list. The complete list of ineligible countries includes: Bangladesh, Brazil, Canada, China (mainland-born), Colombia, the Dominican Republic, Ecuador, El Salvador, Haiti, India, Jamaica, Mexico, Nigeria, Pakistan, Peru, the Philippines, South Korea, the United Kingdom (excluding Northern Ireland) and its dependent territories, and Vietnam. These countries are ineligible for the DV-2016 program because they met the 50,000 threshold for immigrant entries to the United States in the past five years."

According to my post,I never advocated for a reduced standard,infact I wrote on the limited timing.I,as a matter of factly,asked for ample time for young couple to prove the union since the VO stated clearly that it is difficult to know who is real or not.Am not a mouth piece,but I feel certain things should be corrected.Or are you not a Nigerian?I speak for Nigerians and you mock me?God! see how we belittle our country,Nigeria.It is a pity.If I were to be an American, you would swallow my words.

I once replied your post about young couples some pages back.I feel delighted,cos I feel situations have stepped a bit as regards young couples.Am not certain though,but seems people don't complain again.I must thank you.

We dont know if there are still people for interview in the remaining months,but incase I still beg for your fairness on young couples.There are still real very young couples out there.
As regards your WARNING today,I feel pity for those Nigerians who want to steal another's identity because of greed and desperation.

These clowns are making things hard for the real people.No thanks to hungry and wicked Nigerian agents.I imagine if Nigerian agents were to be In charge of the US lottery!I use this medium to say thanks for clamping down on those imposters.

We (SSS) are always ready to assist you in all of these.
We hope to see good results as regards visa issuance to young couples in the remaining months.

Ha!why did u leave it so late?Well some reasons are genuine anyways.But if your child is ur beneficiary, I strongly advise you to go do your police report on Monday,then proceed to the Embassy for your interview on wednesday with ur child.Tell them your child's passport is not ready.It is the duty of the consular officer to give u a date to come with ur child docs.PLS,dont miss ur wednesday interview for ANY reasons.Lagosiv will NEVER reschedule u now.My submission.

There are a lot of factors that go into a visa decision. Luck has very little to do with it. If a couple can't agree on whether they had breakfast together that very morning AND whether one of them has ever been married before (these are just examples and now we will stop asking people these two questions), that is indeed their bad luck.



From our point of view, we give people more than ample time. I understand why people who don't receive visas don't agree, but with the volume of applicants we have, it would be impossible to give them more time than we do.

Our goal is to treat all our applicants with respect, even when we are telling them that we can't issue a visa. I have not seen anyone thrown out like trash. Again, I understand that an unhappy applicant will perceive the situation very differently.

Gdevening VO,thanks for your soothing reply .Pls satisfy my curiosity.

(1)does the above mean the Applicant need some sort of LUCK in front of the CO during interview? Since I deduce the CO is trying to strike a balance between the real and fake couples.

(2)You said the burden of proof is on the applicant!What really is this burden of proof? If this strong burden of proof is on the applicant,why do CO 's not give ample time to newly-weds to proof the Union?I read from your post when you said the CO's dont trust documents totally, but what the applicant can tell them,yet people complain of the way they are thrown out like thrash?

3)You made it clear that the applicant has one opportunity to convince the CO.I thought this should have been a leeway for ample time in interview as it is supposed to be?

With due respect ma,a lot of young couples have been denied visas because of this huge burden of proof difficult to comprehend.I beg your offices to pls give young couples a fair time in your consulate.It is meant to be an interview, not some scary movies as the CO's are making it look.Except young people won't get married in Nigera as a result of the DV program.

Dear Visa officer,I have been an ardent follower of your thread,but your reply on young couples forced me to register as a member of Nairaland.Thanks to that.
Now my Questions :

I read ur reply that states "that is why young couples are asked many questions"to determine if the marriage is genuine.Pls how do you know exactly if a marriage is fake or real?is it by the "many questions "asked?Because,I think I know 3 young couples,genuinely married that were denied visas.
With due respect ma,I believe you know better the role nervousness plays in the interview process?In the previous months,I heard people said they were not even asked a single question,but were denied visa all because of the consular officer perception that the marriage was a sham.
Pls ma,am curious to know if mere seeing a newly wed amounts to visa denial?Is it now a crime to get married cos ones beloveds is a selectee of d Lottery?
How else does the CO want Applicants to prove d genuiness of their marriage?I really want to know if it goes beyond asking many questions as u said.
pls how do you address the issue that applicants complain they were never asked questions about their marriage,yet were charged for alien smuggling and subsequently banned?

We all know the cost of getting the US visa+stress involved.I feel people should at least get an interview,as the name implies.
