The President is quiet about Benue. But honestly, the governors and most importantly the NASS can do something about it. During Jonathan's time, the governors had to wait for the President to give orders before the Police could move into high gear. Now with Buhari the governors still have to wait. In the meantime people die. The governors of these states should call their senators and change the law such that the state and local governments can have a first line of defence. One man should not be deciding from Abuja the level of security that the people should have. Its does not work. Even on a normal day, there is a small security presence in the cities. They will take over those mines and no need to spend hundreds of millions. But its not so. Secondly, its not just registering illegal mines. If the process was that straight forward, the illegal mines would have registered themselves in the beginning and won't be illegal. Its registering them cheaply and transparently. You are right that some people will always prefer a black market. But when the black market is worth $9 billion or N3.2 trillion Naira compared to a $4 - $12 billion legal market, the problem is beyond just a few people preferring black markets. It means it is cheaper - even when you include security risks that come with precious metals- both for those selling and those buying to go through illegal means than to go through legal means. When its is incredibly more cost effective to be illegal than legal, you will find more people being illegal. And that cost is controlled largely by government.

You should study the history of democratic government (or any kind of government anyway). Government is not there to take care of you. What do you think happens when people who work see that their labor is collected and distributed to others without fair compensation. Ever wondered why more doctors are running out of this country and going abroad? Because you are not working for the money that government is using, you think it appears miraculously. In those other countries you are talking about, the people work and contribute to the government to do things that individuals cannot or will not do - build roads, public schools, security.
Medicare that you referred to is a US program that was built for the elderly. They were expected to contribute to the system through their working lives and then get a certain minimum health insurance when they retired. Unemployed people could use the system because on average people remained unemployed for a few months (3-6 months) and usually had been contributing to the system or were on their parents health insurance policy. The poor can use it as a government aid not as a right. Big difference. Guess by the way which government program contributes the most to the US's $17 trillion dollar debt. The government should provide medical aid when it can but bro, its not a right.

Thats assuming the presence of the illegal miners somehow reduces the output of the legal miners. Mining is not like oil where you just puncture the pipeline. It is a stationary, long, hard digging job. If the legal miners are not already there it would be more of an expansion problem than an illegal mining issue. So it would still be more cost effective to simply, cheaply license the miners. When so much money is leaking and few companies expanding as fast it is an indicator that it is easier to do it the illegal way than to just go through government. The government always has a way of making things harder.

If you are not working, how do they pay for the healthcare? Somebody is going to have to pay for the medication you will get, pay the doctor that went through 10 years of medical school and residency, not to talk of other equipment that were built and transported by people that were actually working. You have a right not to be unreasonably refused healthcare. But you don't have a right to get those things for free. From anybody including government. Every time you get something for free. SOMEONE ELSE is paying for it.

Amazing Nigeria can grow the economy by 9 billion dollars by essentially enforcing rule of law. The mineral sector has plenty of potential especially if Nigerians process them and move up value chain. Easy example being iron, and steel.

Actually, they will lose a couple of billion Naira. If they stop the "illegal mining" it means nobody is actually removing the $9 billion worth of stones from the ground. We go back to zero. Plus the country would have spent N19 million per vehicle outside personnel costs just to bring us back to zero. The wiser way would have been to lower the requirements for the mining activities, register most of the miners, and collect tax from them. Then the country actually makes some money.

That's one of the things we have to deal with. Those past decrees should discarded or voted on in the National Assembly individually. Military rule is over.

Most of this is right except the provinces. Provinces are just a smaller form of federal government. In the middle belt alone, you'd have more than 100 tribes that agree now but may become a different story after they don't have to deal with the North. Smaller tribes are also in the South South and upper North. I have a friend that is Bura, for example, in Borno with a sizeable Christian population. They will not adjust well to Sharia Law. What Nigeria needs is more power concentrated as close to the local level as possible and then states and federal governments can handle what individual 'local' governments cannot. Most laws that deal with day to day events can be handled on the local level and under some rules these local levels can advocate to form a state. This way, states are created by people with a shared identity. States will provide general business, civil, and criminal regulation. States could be able to freely create shared blocs for economic/cultural reasons if they so wished though. The federal government handles international dealings, security that affects multiple states like gun regulation, drugs, highway kidnapping and robbery etc, national defence, general economy etc.

The best way to learn is by building an app. If you look for tutorials that teach you different parts, it would be hard to remember at the end. Get a book like 'Learning Android' by O'reilly. Some can be found free online. They go step by step from basics and then help you build a real app. They will teach you Java and XML as directly related to Android.

You don't need HTML and CSS. You will however need to learn another language like PHP and MySQL to help you store and get user information in the server. So get a book and build an app. That's how I learned this stuff.

True. POS has too many network issues. A mobile transfer would be a better way of doing things if the shop is willing to provide the funds. In fact we are testing an app that does the same thing, sorting shops by amounts they will have. This will help the industry while people get familiar with POS and the system becomes reliable.

Have you ever had to go into town to withdraw money? Maybe there was a long line or the machine was not in service. There's another group of people that have the reverse problem: shops. Shops have cash but have to take it to the bank at the end of the day. What if you could just get that cash instead.

Our app does that. It directs users to a shop close to them that has cash and will give. The user transfers the money to shop and gets cash in return.
