except you leave in a cave, you would understand that during Buhari's first term, ministry and agency were merged to safe government running cost as oil prices were down, now we have a bit of increase in revenue, hence we now have ministry of police affiars, ministry of special duties, and ministry of special duties and power now has a seperate minister hence Nema and SIP were returned to huminatarian ministry and other Agencies under the previous oversight of Office of the Vice President as additional duty toapart from his principal statutory role
