I hope the teacher who secretly recorded that conversation knows it's criminal to record and publish any phone conversation without the consent of the second party for the recording. Inasmuch as the commissioner's reaction was harsh, the teacher ought to have known better. Before you record a conversation you have to let the other party know that the conversation is going to be recorded.

Who would make such a call and be recording it?.....this was a set up.
