Senate was only acting on the allegation of the indicted police pension officials that maina's committee spent recklessly in the course of carrying out its investigation. The Ultimatum was seven days, and under the constitution it's a case to be handled by the leadership of the civil service, the more reason Jonathan had to step into the case, you don't expect him to be everywhere at the same time a lot is going on, he has lots of tasks to fulfil each day with lots of files to treat, the Senators are just trrying to be mischievous and act as if they are working cool
yes u are right but why wait till now 2 hear this information. That is the question. Its a simple question, why wait till now? If u ask me, its stinks to high heaven.

Lots of files huh? Lots of files You're a slowpoke for that statement! Mr president busy treating files while such a stupid man is enjoying a civil servant immunity in this country, come what's mr president's job? I thought he said he doesn't have the power to sack a common civil servant? How come he was able to pass on a directive to d head of the civil service of the federation.

The simple fact is GEJ was busy treating another file in another direction where dough will be siphoned without people's knowledge. Bastard from the south south, the hausas are much better than this clan, I don't mean to be tribalistic but nothing good can come out of the niger delta not even oil!

You are a disgrace to this nation, idio:t.
mr obahiagbon, pls do not use big grammer to scatter that your little head since I'm not into an insulting match with you. I stand by my opinion and I did not make that opinion while insulting anybody on nairaland, whenever you see Maina or the assembly members you can kindly ask them to give you your share of the 23 billion. Ada Nri1: a nation where the smart ones are languishing while clowns are ruling. If the HOS was efficient at his job should he wait for mr president to talk b4 he does it? Silly!

Everyone must wait before carrying out any order against the pension thief since GEJ interest on th matter is not define.
I'm sure it must have taken a lot of courage on the part of IG to report him

hmm...one thing i av notice abt some nairalanders is that, they follow the crowd..cos mr A said the president is clueless another person will say dsame tin, without giving a thought on his own oppinion...
i'm not here to support anybody, but i want to make some pple know that one can not be in everywhere at the same time...now lets put it this way,the father is the head of the house,if the father goes out,the mother tk charge.now the president can't be everywhere at the same time thats y we av other leaders to lead too..
i'm not tryong to support anybdy, wat i'm trying to say is that if u think he is not working, den go out and do a peaceful protest or u wait till next year to vote him out, instead of wasting time here posting things that won't even affect him....
If u really want to be accountable, then go outside and speak instead of hiding in nairaland here..
I know some pple will abuse me or even accuse me of working for him...lol
I'm a citizen of Nigeria,i'm entitled to my own oppinion..

Maina was the chairman of Pension Reform Taskforce drafted by d then head of service, Dapo Afolabi, to oversee the activities of the office between June 9 and Sept 8, 2011. In the course of the investigation, Maina was alleged to have 'cornered N119 million' while raising a false alarm that d said money was illegally withdrawn by some principal officers of d Police Pension Office (PPO) just to divert attention. That was d genesis of his problem. So, he is a certified criminal cool

The problem with Nigeria is that we forget easily. Before The court convicted the police pension boss and a few others, the Senate invited him and his fellow thieves but were all left off the hook and told to go. This same Police pension boss was later convicted in the court. Shame on the Nigeria Senate.
If Maina was found wanting of misappropiation in the course of investiging Police pension, he should be equally punished. But Maina indicted some police officials including the convicted Police pension boss. But the senate never saw anything wrong with these people when they were invited for stealing 23 billion. Intead, they are running after 119 million allegedly cornered by Maina in the course of investigating Police pension funds. I think the senate are being mischievous.

your explanation contradicts itself, you say "Maina was alleged to have 'cornered' N119 million" then end by saying "so he is a certified criminal". You can't be a certified criminal based on an allegation, in my honest opinion, I think Maina is just suffering Aruma Oteh treatment whereby you are punished for causing discomfort for members of the legislature. Some days back on AIT's Focus Nigeria, this same topic was brought up where it was said that some legislators who were not named were also involved in the N23 billion police pension fraud, Maina has also come out to say that he has more exposes' on corrupt national assembly members that will shock Nigerians and make the police pension fraud a childs play. Let's just pray for this country.

Pension Scandal: The Senate is Chasing Shadows - An Analysis

...to the very discerning observer of the Senate hearing, it is has become obvious that the whole process was orchestrated to chase shadows.

The hearing on the fraud and mismanagement of pension funds, at the end of the day, Nigerians will discover, was not driven by a patriotic zeal, genuine empathy for pensioners or a desire to shake up a corrupt system but by very jejune and ulterior motives. And that is sad indeed.

At the commencement of the Abuja sitting, David Mark, President of the Senate, visibly agitated and angry, barely stopped short of cursing when he said that “pension fund administrators pilfering funds meant to pay pensioners are accumulating "blood money."
Represented by Victor Ndoma - Egba, Senate Leader, Mark said that from the stories going around that pension administrators had become some of the richest people in the country. He stated that such stupendous riches gotten from pension funds were “blood money”.

The Senate President must know what he is talking about. The media has, for several months, been replete with stories of fraud running into several billions uncovered at the Police Pension office and the office of the head of service of the federation, HOSF.

In fact, before the Senate hearings, it had become public fact that 32 persons and companies, two of them directors in the pensions unit of the HOSF’s office, had been arrested and were facing prosecution at an Abuja Federal High Court. Sani Teidi Shuaibu and Phina Ukamaka Chidi, director and deputy director at the HOSF’s office respectively, and others were arraigned for allegedly stealing over N60 billion from pension funds.

The Economic and Financial Crimes Commission, EFCC, had said that over N24 billion had been recovered from the accused persons in cash and property.

Chidi and all the others are said to have confessed to the charges preferred against them while Shuaibu denied ever stealing anything in spite of the fact that N12 billion was traced to his accounts and those of his companies.

That denial is also in spite of the fact that others had confessed that they were acting on his behalf and that they remitted monies stolen from pension funds into his account, on his instructions
.

The fraud was discovered by the Pension Reform Task Team, PRTT, which was set up by Steve Oronsaye, then HOSF, to deal with the thorny problems troublin pension administration in his office.

According to reports and interviews with members of the task team headed by Abdulrasheed Maina, the pension administrators had been collecting N5 billion every month to pay over 140,000 pensioners.

But the task team discovered that there were only about 70,000 pensioners and that their pension was about N825 million monthly.

This meant that for years, some people had been stealing N4.2 billion every month. In just one year that would amount to over N50 billion.

It is no wonder that Shuaibu, the chief custodian of the pension funds in the HOSF’s office, had more than N12 billion “blood money” in his account.

Also, at the Police Pension Office, the task team which was seconded there after reports of fraud were made, discovered a cesspit of corruption.

The pension office was collecting N1.5 billion monthly to pay pensioners when it required only about N500 million.

So officials were creaming off about N1 billion every month. Not only that, the task team also discovered a secret account with N28 billion and it insisted that it had to be returned into government coffers.

A few weeks ago, a serving permanent secretary and three directors, all former directors of the PPO, were arrested by the EFCC for stealing about N18 billion of Police pension funds.

That crime was perpetrated in such a brazen and careless manner that all the arrested public officers could not but confess their crime. Over N10 billion has been recovered from them.

This is the background to the Senate hearing. Therefore, when the Senate hearing commenced, Nigerians expected the peoples’ representatives to ask questions about the monies that had been stolen.

It was also hoped that the senators would be worried by and forced to examine the kind of financial system that allows custodians of public funds to pilfer so much money
.

In a country where a great population of the people live below poverty line, where millions go to bed hungry daily, members of the National Assembly should be worried that civil servants are able to steal billions belonging to retirees monthly.

Of course, the committee received presentations from many stakeholders including pensioners who suffer the brunt of mismanagement of pension funds.

However, last week too many things went wrong that cannot be adduced to oversight. To discerning stakeholders, it appeared that the hearing was structured to achieve an already prepared script. And the script was not for restoring sanity to the pension sector
.

First, the committee members did not drill out the truth about over N60 billion stolen from the pension funds of the HOSF’s office.

Even Oronsaye confirmed that the money that was being released for payment of pension was far more than was required and that there was massive fraud in the pension office in his office.

He even pointed accusing fingers at officials of the accountant general’s office for colluding with civil servants in his own office to mismanage pension funds
.

Also, the senators were not interested in the scandal that was the arrest of a permanent secretary and three directors for stealing pension funds.

At the Senate sitting was permanent secretary of establish and record, under whose watch billions was stolen and the director of Police Pension Office, who allegedly illegally withdrew N119 million from PPO funds but they were not taken up on the billions already proven stolen

Rather, interestingly, to the everlasting embarrassment of many, what interested the committee was that the task team spent N240 million to undertake the biometrics of Diaspora pensioners.
