Well, 'area boys' do commit the crimes described in the OP. They can also be loosely classed as gangs due to the nature of their activities.

We do have certain area boys peculiar to a particular area that commit specific crimes i.e extortion in certain garages. They are gangs even if we fail to see them as such as our definition of a gang tend to differ from the West's interpretation.

However, we have to admit that we have groups that operate in conjunction with each other to break laws in certain parts of the locality. And most are known to be area boys, even though they may not be part or a organised gang affiliation, they still operate in an organised fashion with the intention to collectively commit crime.
