Never assume all is well when buying a Nigerian used car.

OYO may be your case if you don’t sight and verify all the vehicle documents before you part with your money..

Some have fallen victim.. and the car they bought ended up being stolen or smuggled vehicles. To prevent future occurrence, I have come up with this list that will prevent you from buying an undocumented vehicle..

These are the 8 Documents you should ask for when buying a Nigerian used car:

1. Custom documents fully stamped and check whether all things correspond like name and model of car, VIN and all payments were made. Mostly like 6 or more papers.. could be photocopy if multiple cars were cleared by one dealer. But make sure it is a clear crisp document not faded crap.. and don’t take the nobody will ask you for customer paper crap . It could spell doom or stolen vehicle.

2. CMR (Computerized Motor Registration) original copy

3. Current insurance (original copy)

4. Vehicle licence (original copy)

5. Road worthiness certificate (original copy)

6. Plate number allocation (original copy)

7. Original proof of ownership fully stamped

8. You will collect two printed and signed documents:
a. Change of ownership document
b. Receipt of purchase from previous owner

There are some other documents you may need like
a. Tinted permit doc
b. police report/doc of change of ownership/plate number/engine number/ chassis number (which we call vin)

Make sure you see the change of ownership letter given to the buyer duly signed when he first bought it as Nigerian used.. except the car was bought as tokunbo then you may not need this.

Once the car doesn’t have custom doc.. except it’s a beetle and the documents have expired years ago, I suggest you stay away from such ride.

CGC GRANTS GRACE PERIOD FOR DUTY PAYMENT ON SMUGGLED VEHICLES

The Comptroller-General of Customs, Col. Hameed Ibrahim Ali (Rtd) has approved a grace period of one month, between Monday 13th March to Wednesday 12th April 2017 for owners of all vehicles within the Country whose customs duty has not been paid, to do so.

Consequently, all motor dealers and private owners of such vehicles are advised to visit the nearest Customs Zonal Office to pay the appropriate Customs Duty on them.

The Four Zonal Offices of the Nigeria Customs Service are: Zone A Headquarters, No. 1 Harvey Road, Yaba, Lagos; Zone B Headquarters, Kabala Doki, Kaduna; Zone C Headquarters, Nigeria Ports Authority, Port Harcourt and Zone D Headquarters, Yelwa Tudu Road, Bauchi State.

The CGC therefore calls on all persons in possession of such vehicles to take advantage of the grace period to pay appropriate duties on them, as there will be an aggressive anti-smuggling operation to seize as well as prosecute owners of such smuggled vehicles after the deadline of Wednesday 12th April, 2017.

The same Senate that couldn't order the re-opening of the border now wants to enforce the stoppage of duty checks. Customs have been given a target of N1.1T and in a few weeks time, they'll launch aggressive revenue drive and you wouldn't want your vehicle fall short of expectations.

In response to your number 2 point, yes there will be a rebate of 60% from the current duty value for vehicles already in use and you must show proof.

As to whether the policy will be put into effect, i agree with you 101% anybody can disregard it at his own peril.

My business has grown more than you can imagine for more than six years and it's still growing more than you can ever imagine. 2. While the grace period remains Monday 13th March to Wednesday 12th April, the points of payments with the exception of Lagos and Port Harcourt will now be the nearest Customs Area Command.

3. Motor dealers in Lagos are to pay their duties at Zone ‘A’ Headquarters, No. 1 Harvey Road, Yaba and Federal Operations Unit, Zone ‘A’, Ikeja. While in Port Harcourt, auto duty payment will be at Zone ‘C’ Headquarters, Nigeria Ports Authority.

4. In the same vein, private vehicle owners who know that duty has not been paid on their vehicles could take advantage of this grace period to do so, therefore owners of such vehicles or their representatives are expected to go to the nearest pay-point for assessment and payment. It should however be noted that the 60% rebate applies only within the grace period.

5. For the avoidance of doubt, the decision to grant a grace period for auto duty payment was not a sudden and arbitrary one, but a product of consultations and long standing engagement with Leadership of Association of Motor Dealers of Nigeria (AMDON) who pleaded for a “window” to pay duty on all uncustomed vehicles within the Country before the ban on vehicle importation through land borders.

6. Note worthy also is the ongoing collaboration with the Federal Inland Revenue Service (FIRS), Federal Road Safety Commission (FRSC), Vehicle Inspection Officers (VIO) and Nigeria Police Force (NPF) in the Vehicles Identification Number (VIN) Project which is another bold step by the Service to boost revenue and enhance national security. The benefit of this collaboration is that those who do not pay duty on their vehicles will not be able to obtain licence and register them in Nigeria. We believe that when all vehicles are properly registered and owners’ identities tied to them, National Security will be enhanced.

7. While expecting Motor dealers and indeed private owners of smuggled vehicles within the Country to use this grace period to pay duty, it should be noted that the Service will intensify its statutory functions of anti-smuggling operation with a view to seizing and prosecuting owners of uncustomed vehicles and other goods.

Have u ever wondered how you can identify fake custom papers?

All you need to check is what we call "CUSTOMS REFERENCE NUMBER" or c-number on your SGD form *single goods declaration form*.

This particular number is actually used to input details of your vehicle and payment of duty into the customs' database. It shows information like the consignee info ( agency handling your job),the means of entry (road for vehicles through land borders and ports for sea),office of entry (idiroko customs command or seme customs command or tincan port),location of vehicle and place of discharge(idiroko border/seme border,tincan),name and address of person/persons responsible for financial settlement (the owner of the vehicle) etc.

What fraudulent dealers do is called MO or machined outside-this is a process where a forger forges the bank receipts and all customs documentation. The documents look genuine but are not in the customs data base. It is a giant syndicate in the ports and borders because the vehicles are ultimately smuggled out of the ports/borders with conivance of fraudulent customs officials.

At the top right hand corner of your document is a very bold set of numbers. This is the "C" number. You can not miss it because it is so bold and prominent. Underneath it is a date. That date is to reflect the date duty was paid at the bank and stored in the customs ASSYCUDA data base. ASSYCUA means "automated system customs data". And the date under the C number means that that C number was computed into the data system on that date plus all the charges paid. If the payment reflects on the data base it means your documents are genuine,on the other hand if it does not reflect it means your car documents are duds/fake and your vehicle is liable to seizure and confiscation if you are stopped at any check point,if you are on a long distance journey.

My advise to any one buying a car from anybody is to request for the relevant documents in particular the SGD form which means "single goods declaration form" and has the C number boldly written at the top right hand corner. Under the C number is the date that document was posted into the data system.
No two vehicles can have the same C number and date. So armed with this you can visit any customs station to know if your documents are genuine.

With some cotonou smuggled cars showing up on our streets with forged documents as lagos cleared hand vehicles been M.Od out of ports,this is a stress-free method of verifying your papers.
