Your bill was rejected b'cos section 164 (1) was against it.

This bill is uncalled for, all what they seek can be done with the allocation they get if their governors can be honest with it. There is no need for a development commission as there is no insurgency or environmental degradation due to exploitation or exploration of natural resources.
