You are the one missing the point. If indeed APC has the highest members, the party should produce the senate president.

Aminu Tambuwal still maintained his seat after defecting to APC as the Speaker of the house of assembly. They all voted for him as Senate President so the status quo remains. Get the 2/3 majority they need or he sits powerfully on it. It'll take a massive strategy to get him to step down which would cause a break down of the Assembly.
