She was parking the vehicle meaning she was inside how come the car knocked her down and even stepped on her chest.

She evidently was not inside, I think they meant to say she exited the vehicle to open the garage or gate. This is not an uncommon incident where the car has not been safely put into park. If the car starts to roll you can find yourself in trouble very quickly.

People can form an habit of doing this but not know it is not very safe

The story makes no sense. How can one be parking a car and still get knocked down by the car? Until a family member who was at home at the time tells his/her story, this one sounds like a conjecture to cover up something.
