If the panel doesn't find him guilty, the assembly will still find way out to rope him. That is contradicting.
If the panel doesn't find him guilty on what ground would the assembly still rope him? You don't know that the recommendations of the panel will be the final judgement to nail him and not what the house thinks. If anything is done outside panel's recommendations, that would be a nullity in the eyes of the law.
