The Hazard I know is well capable of doing that, these players' game-plays aren't the same. While KDB might be training to perfect his passing. Hazard might be training to be a better dribbler and he does that to devastating effect. They actually both do.

I have seen Hazard sprayed accurate passes from the left wing to the right wing, I have seen Hazard passed to Costa, Fabregas et al.
