well the 2014 one is closed and I applied for it last year October, so if u wanna apply this year it will be for 2015, and im sure it will open October....

Psl dnt b confuse abt d year's figure(I.e 2014) its an indication dat d dv further processin wil lapse into d year 2014(sept) to b precise, after which al administrative processin wil end. E.g dis years dv wil b tagged dv2015, though application wil b done around oct 2013. Result wil b out by may1 2014, afta which doz selected for further processin wil haf frm may1(2014)-sept 1(2015) to pursue der visa issuance. I hope u find dis a bit helpful... Thanks!!!
