Hauwa Leman, the nurse abducted by the Boko Haram sect in Rann, Borno state, released a message via Whatsapp just before she was held captive.

In the audio sent to one of her male friends, Leman who spoke in Hausa demanded that her parents be informed that she had been kidnapped.

Running and panting, the victim said: “We are under attack in Rann. They are shooting everywhere please pray for me; please go and tell my parents that I am in trouble.

“Please, look for Fatima and tell her they are taking us away. They have entered here now…”

At that point, a male voice ordered her to keep quiet and not to move an inch. That was the last that was heard from Leman, a 24, year-old student studying health education at the University of Maiduguri.

UNDERCOVER INVESTIGATION: FGGC Langtang security guard pimps schoolgirls for N5,000

With N5,000, or even less, one of the security guards employed to protect students at the Federal Government Girls College (FGGC), Langtang, Plateau state, would gladly love-vendor the girls to strangers. Speaking to TheCable’s undercover reporter, the guard gave an insight into how he organises “runs” for the teenagers for a fee, and how this is a common practice. This investigation by FEMI OWOLABI and SEYI AWOJULUGBE also exposes the rot in the once-prestigious Unity School, where students use water from an untreated well, sleep on broken beds, study in hostile classrooms — and live practically unprotected from predators.

You are in Langtang, Plateau state, for the weekend and need a schoolgirl for the evening? Someone is ready to help you make the arrangement for a fee. You can even have more than one girl if you choose. There are plenty of them at the nearby Federal Government Girls College (FGGC). The love-vendor is actually paid to protect the girls, but that is by the way.

Before TheCable set out for Langtang, the guard — whose phone number the reporter had collected from an acquaintance — consistently beat his chest and gave assurances that getting girls out of the hostel “is no big deal”, and it was soon obvious that the love-vendor had been in the business for a long time.

Bani Guest House, a popular lodge along the Langtang highway, is well known to the girls, the guard said. He explained that most of them do attend Sunday evening parties at Bani, where their boyfriends come to wait for them.

The reporter had disguised as a visiting businessman in need of girls to spend “a nice time” with. He promised to pay the guard more than what he would ask for. All the “big man” needed was a guarantee of a swell time. The excited guard called endlessly, excessively delighted with the business at hand.

TheCable ran into a little bad luck along the way — the timing of the visit coincided with when the SS3 girls were writing their exams in July 2017, and other classes were on vacation. But, not to worry, the guard was ready to pull the strings all the same.

Settling over a plate of rice ordered for him at the guest house, the guard told his would-be customer that girls in SS3 who were rounding off their final exams would make the perfect picks.

“I am giving you outgoing students,” he said, his face loosening into a smile. “There are some writing exams, it’s just to get a clue to know them and ask if they can do this for me. There are girls who do ‘runs’ but the issue is money.”

The guard, who was quick to request for money so he could move round and also “sort out” the girls’ transportation, revealed that there are a couple of schoolgirls who are into the act of sneaking out of the school premises.

“You’ll discuss how much you’ll give them,” he said, pocketing the N5,000 the reporter had given him as upfront for the task. “All those girls are small girls and they don’t know money much. If you treat them well, they will look for you if you’re still around.”

The guard had left his duty post. For hours, he was moving round the school, searching for girls who could be available under the tight deadline.

“I have arranged two girls now, and they will come to meet you when they are done with their exams today,” he would later say on phone.

South-east governors rose from an emergency meeting in Enugu on Friday and announced a ban on all the activities of the Indigenous People of Biafra (IPOB) in their geo-political zone.

The defence headquarters had declared IPOB “a militant terror group” earlier on Friday.

TheCable understands that they were acting on a presidential directive as a pre-condition to reduce military presence in the region.

There were hot arguments at the meeting over the appropriateness of the governors succumbing to a directive from Abuja, insiders informed TheCable.

It’s now official — at least in military circles — the organisation led by Nnamdi Kanu is a terror group.

John Enenche, the director, defence information, said on Friday that the claim by Indigenous Peoples of Biafra (IPOB) that it is non-violent is not true “after due professional analysis and recent developments”.

He listed what constitutes “terrorism” as the formation of a Biafra secret service, setting up of Biafra national guard, unauthorised blocking of public access roads and extortion of money from innocent civilians at illegal road blocks.

To support the military’s position, he said IPOB used weapons (stones, molotov cocktails, machetes and broken bottles, among others) on a patrol on September 10, 2017.

“From the foregoing, the Armed Forces of Nigeria wish to confirm to the general public that IPOB from all intent, plan and purpose as analysed, is a militant terrorist organisation,” he said.

BUT 24 HOURS AGO…

Enenche’s claims sharply contrasted with the press release issued by the army on Thursday — or 24 hours earlier — according to an analysis done by TheCable team.

In the statement, reproduced below, the army said: “While they are yet to carry arms openly in their activities, it is very likely that they would employ the use of arms in the days ahead.”

Did IPOB take delivery of arms between Thursday and Friday? Or were they declared terrorists because of what they may do?

It should be noted, though, that the army constantly used the word “insurgency” to describe IPOB’s activities in the press statement.

President Muhammadu Buhari has approved a rail line from Kano to his hometown in Daura, Jibia local government areas of Katsina state.

This was disclosed by Rotimi Ameachi, the minister of transportation, at The Osasu Show Symposium — which bothers on the economy and its effects on the less privileged — in Abuja on Friday.

According to Ameachi, the president also approved rail lines from Port Harcourt to Maiduguri, Kano to Maiduguri, Makurdi to Jos, Gombe to Yobe to Borno, Jigawa to Niger Republic.

Amaechi said the transportation infrastructure in Nigeria has been mismanaged for many years, and so much has to be done to restore the railway activities, and drive the economy.

“GE came here and annouced that they would give us 100 locomotives, we did the audit of our; our narrow gauge can’t carry 17 locomotives, so by October 1st to October 2nd, we would be lauching about six to ten locomotives, because our narrow gauage cant carry more than that,” Amaechi said.

“Government said concession this narrow guage, and we have successfully done that to the extent that we are able to sign an agreement with GE. By October GE will take over the narrow guage and begin to run from Port Harcourt to Maiduguri.

“When they stop at Umuahia, economic activities will be at Umuahia; the Umuahia station will become an economic hub. We the Ibos in Umuahia will be able to establish shops and sell goods we would like sell.

“That station from Port Harcourt to Aba, Aba to Umuahia, Umuahia to Enugu, Enugu to Makurdi, Makurdi to Jos, Jos to Bauchi, Bauchi to Gombe, Gombe to Borno.”

President Muhammadu Buhari’s anti-graft war has suffered a massive set-back with the suspension of the Nigerian Financial Intelligence Unit (NFIU) from the Egmont Group, TheCable can report.

And if Nigeria fails to comply with the group’s demands for a legal framework granting autonomy to the NFIU by January 2018, the country will be expelled from the global body which provides the backbone for monitoring international money laundering activities.

In the event of an expulsion, Nigeria will no longer be able to benefit from financial intelligence shared by the other 153 member countries, including the US and the UK, while the country’s ability to recover stolen funds abroad will also be hampered.

The federal government is currently seeking to recover funds laundered globally by politically exposed persons and their associates.

Another major dire consequence will be the blacklisting of Nigeria in international finance, and this could affect the issuance of Mastercard and Visa credit and debit cards by Nigerian banks.

It could also affect the international rating of Nigerian financial institutions, restricting their access to some big-ticket international transactions.

Nigeria’s admittance into the group in 2007 is considered to be one of the biggest achievements of the President Olusegun Obasanjo administration.

The membership ensured the removal of Nigerian banks from the blacklist of international finance.

The blacklisting had prevented the banks from engaging in correspondent banking with foreign institutions and also denied Nigerians access to foreign credit cards.

“It was one hell of a struggle to get Nigeria as a member,” a former senior official of the Obasanjo administration told TheCable on Tuesday.

“The suspension is a massive blow. It is going to set us back by a number of years because it is not easy to get admitted into the group. I hope things are still redeemable before it ends in an expulsion.”

UNINTERRUPTED POWER SUPPLY? WHEN?

Uninterrupted power supply is not an event, it’s a journey. The first is incremental energy. As we get that, our electricity experience gets better, then we go to steady power. Steady power means we have enough because we know how many people need power. Today, we don’t have the census of our energy demand; everyone is estimating by mouth and that is not a number to plan for. And every investment you make has to be accounted for because it reflects in tariff. You must recover every investment so if you have excess, you will overpay. We must get it right. That is the road to steady power, we need a census first then we move to steady power but incremental energy experience will relieve us.

WHY THERE’S ESTIMATED BILLING

Now they give you the power if everything is working. If there is no meter, disputes arise and people complain about estimated billing. A lot of people are using electricity without paying for it. Where there is no meter, some of the things you see is that the distributor knows that he has supplied a certain amount of electricity to an area but there are only 10 houses on the street so he shares the amount of electricity by 10 and you get that estimated bill. Sometimes in estimated billing, you are paying for somebody’s theft and the distributor must pay to the people who supplied power.

ON PREPAID METERS AND CABALS

There is no cabal, it’s a long story but we are almost there, we are close. The people who should supply meters are the DisCos. It’s part of their licensing agreement and they should provide it free because it is their measuring device for calculating how much to bill you. When they couldn’t do it, government allowed them to do a credit applied metering initiative (CAPMI) where you advance money to provide a meter they should have provided and then they defray on your bill but even that, when they collected your money, they couldn’t supply the meters within 45 days or 60 days.

UNDERSTANDING THE POWER SUPPLY CHAIN

The easiest way to explain the power situation without being technical is to say that we don’t have enough power, although there are other problems on the side. If in one family, we have 12 adults and there is only one bottle of water, all of us will not get filled with one bottle, so let us use that bottle of water as an example. We are trying to get more water so that everybody’s thirst can be satisfied. We have to produce electricity. Currently we use gas and hydro. If there is no gas, which is the fuel that drives the turbines and activates the electrical side that produces electricity… the turbines are like the generators at home, only bigger. It has an electrical and mechanical side. The mechanical side is the engine, which in the case of the home generator uses the fuel. So anytime you don’t get petrol, you know you can’t run your generator. Same thing if you don’t get gas. If you have half tank, it will run and shut down. So we don’t have enough gas production as well.

Politics / EXCLUSIVE: How NLNG Resisted Pressure To Release $2.1bn ‘for 2015 Elections’ by JFK68: 10:18am On Mar 06, 2017
Some “very senior officials” of the Goodluck Jonathan administration mounted intense pressure on the Nigeria Liquefied Natural Gas (NLNG) Limited to pay dividends and its 2014 company income tax and to government coffers just before the 2015 general election, TheCable has learnt.

But the then managing director of NLNG, Babs Omotowa, vehemently resisted the pressure and still believes he would have been sacked if Jonathan had been re-elected.

The payments were later made after President Muhammadu Buhari assumed office and shared as “bailout funds” to the three tiers of government to clear salary arrears.

The pressure to pay the dividends and the tax started in January 2015 — about one month to the initial February 14 date for the presidential election — and was intensified till April just before the elections eventually held.

Subsequent revelations have shown how the office of the national security adviser requested for and got $2.1 billion from the Nigerian National Petroleum Corporation (NNPC) around the same time.

A substantial chunk of the payments has now been traced to the financing of the elections.

Omotowa, now vice president of Shell Upstream at The Hague, told the story of the pressure he came under in an interview for a book on the history of the NLNG currently in the works.

COMPANY INCOME TAX

“My response when I was first asked in January 2015 was clear: we could not be in a position to (pay) and I was thus subsequently invited to Abuja on a number of occasions to meet with key officials in an effort to persuade me to pay the money,” Omotowa told his interviewers.

“I maintained same position through those discussions based on two perspectives: One, we could not make any payments from accounts that had not been audited by external auditors and approved by the board. Two, by legislation, we had till June, so why the pressure.

“This position was not viewed positively by the government officials. So, it was escalated and higher level government officials (ministerial) subsequently spoke with me on it. I explained and reaffirmed that we were not in a position to pay earlier than June, for those same two perspectives.

“These conversations continued through February and the elections got postponed, subsequent to which the request intensified. By April, just before the postponed elections were to hold, we held our board meeting where the board approved the audited accounts.”

The NNPC holds 49% of NLNG’s shares on behalf of the federal government.

NLNG’s deputy managing directors are seconded from the NNPC.

Thus, on the board, NNPC is represented by the NLNG DMD.

INTENSIFIED PRESSURE

“Immediately after that board meeting, the pressure from the senior government officials intensified since that was one of the reasons I had indicated for not making the payment earlier,” he said.

“But I reminded them of the second reason which was that by law, payment was with a June deadline, and as such I maintained we still had to wait until June before payment as provided for in the (CIT Act).

“Subsequently, the elections held in April; and rather than wane, having lost the election, the pressure intensified, albeit the tone changed, as I was now being requested to pay the money and that interest sums that would have accrued until June, if we had kept the money in our bank, would be refunded, to keep us whole. They highlighted urgent need to source money to pay fuel subsidies, etc.”

Omotowa did not budge.

“Obviously, this was not an easy situation and I could be fired, etc, because from the government’s perspective, I was stopping them from laying hands on a huge amount of money, especially at a time they needed money desperately. (But) I kept all shareholders informed of the situation.”

NLNG’s MDs are seconded from Shell Gas B.V, which owns 25.6% of NLNG’s shares. Total LNG Nigeria Limited owns 15% and Eni International (N.A.) N.V.S.a.r.l owns the remaining 10.4%.

In May 2015, Buhari became Nigeria’s president.

In June 2015, which was when Omotowa had promised to pay, he did.

There was drama at the Haven Event Centre, GRA, Ikeja, Lagos, on Wednesday, after a woman absconded with the money meant for some women who attended a programme organised by the Economic and Financial Crimes Commission (EFCC).

About 20 women got stranded as a result of the development.

Wives of state governors in the south-west zone collaborated with the EFCC on project.

“Can you imagine that we are here to fight against corruption, but somebody went away with our money,” one woman told NAN.

“As soon as the woman collected the money, she left without giving us our shares.

“Someone has called the woman, but she refused to pick her calls.”

The woman explained each of them was supposed to be given N1, 000, revealing that some of them had no money to go home.

According to NAN, the stranded women got hungry and decided to open the food packs they had planned to take home.

The programme ended at around 1:30pm, but two hours later, the women were still waiting for someone to bring their share of the money.

Many women drawn from politics, business and religious organisations among others attended the inauguration.

Famous Cole, deputy police public relations officer, Lagos state police command, said he had not received a report on the incident.

Cole said the women ought to have reported the incident to the nearest police station.

‎Omoyele Omogunwa, a senator from Ondo state, has called for the legalisation of corruption in the country.

Speaking on the floor of the u‎pper legislative chamber on Wednesday, Omogunwa lamented that corruption was pervasive in the country. He argued that it should be “legalised”.

He said there was corruption in the judiciary, and even within the anti-corruption ‎agencies.

He said if corruption was legalised, Nigerians who stole public funds would use them in building factories and industries in the country, instead of having them stashed away abroad.

Omogunwa said this while making his contributing to the debate on the 2017 budget.

The senate has voted against the sale of Nigeria’s assets.

‎Ali Ndume, senate majority leader, moved a motion urging the senate to reject the proposal for the sale of the nation’s assets.

“I move that ‎the senate oppose the sale of national assets to shore up our reserves,” he said.

Senate President Bukola Saraki put the motion to a voice vote to which “the ayes had it”.

Last week, the upper legislative chamber, had debated on ways to get the economy out of recession.

On Tuesday, the recommendations from the debate were harmonised and presented as resolutions to the executive.

The federal government is mulling the sale of national assets to generate funds to finance key infrastructural projects, and to generate enough liquidity to pull the economy out of recession.

In a 14-point statement last Wednesday, Saraki recommended the sale of national‎ assets to shore up the nation’s reserves.

But, on Tuesday, his colleagues took the opposite position.

Debates over the idea of selling national assets have been raging for weeks, with Aliko Dangote‎, president of Dangote group, and Muhammad Sanusi II, emir of Kano, espousing it.

But Oby Ezekwesili, former minister of education, and Charles Soludo, former Central Bank of Nigeria (CBN) governor, have criticised the idea.

Speaking recently to TheCable, Jesse was more than enthused to blow the family trumpet.

“Me and M.I combined, there’s no bloody musician, I don’t care who your father is, that can be better combined and artistically”, he said.

Jesse, who’s also renowned for his producing skills, stressed that the Abaga brothers are “probably the most artistic and forward thinking musicians” in the country.

The self acclaimed “Supreme Emperor” of Jagz Nation however, noted that his style his different from that of his brother.

“How we rap is very different. M.I is very witty on a different level. You want to hear somebody rhyme with eight rhyme patterns, that’s why I’m here. Jagz is the person.”

Jesse, who re-signed with Chocolate City in April 2015 after leaving the label in May 2012, has his eyes set on his upcoming album.

Food / Tomato Price Crashes From N25,000 To N800 Per Basket by JFK68: 7:47pm On Jul 31, 2016
small basket of tomato, which sold for N25,000 in May, is now going for N800 in Kaduna. And, no, it is not a joke.

It had been all anger and pain for households as the price of tomatoes hit the roof across the country as a result of scarcity caused by tuta absoluta, also known as ‘tomatoc ebola’.

This affected the crop in most parts of the north-west, notably Kaduna, Jigawa, Katsina and Kano states.

As a result, the basket prices jumped from the range of N800-N1200 to between N25,000 and N40,000 at the height of the crisis.

At the Line Dogo (Rail Line) tomatoes and vegetable market in Kaduna on Saturday, it was a beehive of activities.

Buyers could not believe their eyes as tomato prices had crashed to a two-month low.

Abass Mai Tumatur, chairman of the tomato sellers, told TheCable it was a “pleasant relief” for everyone as tomato is now available and in large quantities.

The Central Bank of Nigeria (CBN) has raised the monetary policy rate, which serves as national interest rate, to 14 percent, in order to encourage savings and investment.

Speaking after the monetary policy committee (MPC) meeting in Abuja on Tuesday, Godwin Emefiele, governor of the bank, said the committee voted to hike interest rates in the face of rising inflation.

He said the committee voted that MPR be raised from 12 percent in May to 14 percent — the highest in at least 10 years.

Yenisafak, a Turkish newspaper, has alleged that the United Bank of Africa (UBA) played a key role in the distribution of funds for the facilitation of the failed coup.

But a spokesman for UBA has told TheCable the report is false and that the bank would issue a statement on Tuesday to deny the allegations.

John F. Campbell, a general in the US Army, is alleged to have orchestrated the military coup attempt in Turkey, which took place on July 15, but he has described the allegations as “ridiculous”.

CIA operatives were said to have transferred millions of dollars from Nigeria to Turkey within six months.

The funds which were relayed by an “80-person special team of the CIA”, was used to win over the generals predisposed to the coup, led by Campbell, former U.S. commander of a NATO-led security mission in Afghanistan, the newspaper alleged.

In total, “over $2 billion dollars were distributed during the process leading to the coup”, the report said.

The information was reportedly obtained from sources close to ongoing legal process of detainees in the government’s custody.

Campbell was said to have “organized and managed the soldiers behind the attempted coup”.

“Campbell also managed more than $2 billion money transactions via UBA Bank in Nigeria by using CIA links to distribute among the pro-coup military personnel in Turkey. President Recep Tayyip Erdoga on Monday ordered the detention of 42 journalists, a post-coup crackdown which has affected more than 60,000 people in the European country.

Following the crash of the naira, Aliko Dangote, president of Dangote group, has dropped off the list of the 100 richest people in the world.

Dangote was the 51st richest man in the world as at March 2016, but he had dropped to 101 as at the start of business on Monday.

Dangote, who owns the second largest sugar-refinery in the world, remains richer than Donald Trump, American billionaire presidential candidate, and Oprah Winfrey, US TV personality, who dubs as the second richest black woman in the world.

Dangote is now worth $11.1 billion, while Trump and Oprah are estimated at $4.5 billion and $3.1 billion, respectively.

The fall in the naira, as against the dollar, from about 198 to about 300, has eroded about a quarter of Dangote’s wealth, as he commits to investing heavily in Africa’s largest economy, Nigeria.

At the launch of the new foreign exchange regime on June 23, 2016, Dangote fell from 46 on the world billionaire list to 71, and has continued in that manner with the naira plunge.

According to Bloomberg billionaires, Dangote, who was worth $15.4 billion (N3.05 trillion) in March, is now worth $11.1 billion (N3.3 trillion) —richer in naira, but poorer in dollars.

The launch of Dangote refinery, the biggest greenfield refinery in the world, billed for 2018/2019 is expected to propel him into top 20 by 2019.

Dangote Cement, one of Dangote’s major investments in Nigeria, is the biggest company on the Nigerian Stock Exchange, by market capitalisation, and the biggest cement producer in sub-saharan Africa.

The company however missed out of the 100 biggest companies in the world, according to Fortune 500.

It is with gratitude to God almighty that we felicitate with all nairalanders on the successful return of nairaland online.

However, during the offline period, many of us didn't really enjoy the internet.

I personally searched for other forums, only to find out that there is none like nairaland. The closest was naijapals.

On the other hand, i observed that the hackers that tried to wipe out this forum had successfully wiped their data till about January 11. We pray such thing does not happen again.
I am so happy Nairaland is back online, i was never addicted to the site but i sure missed Nairaland when it was offline... Kudos to the team Nairaland

It's an acronym for Subhanahu WataAllah; meaning: Glorious and Exalted. It's just like we(muslims) when we mention the name of the prophets,for example Prophet Isah(Jesus Christ), we say; May the peace and blessings of Allah be upon him(PBUH). Basically, it's just a way of praising Allah and his messengers(prophets). That's all.
