This means you must be able to connect to server over IP, and initiate the sending on your own. We do not provide a service in which you can simply login to a website and send SMS via tyntec. You have to make this on your own."

Does anyone have an idea of what it is about and how I can possibly go about it?

since the laptop users are on seperate IP class, it wouldnt be possible for them to access the printer (I guess it is installed on your main server). To be able to access the printer from the laptop side, you will have to setup the printer on that "class".
