Before you start taking above ur head. I went to the university for a master's degree. My HND was evaluated to be BSC equivalant. So both HND and BSC graduates in same class for masters and I could not see the thing that was special with them.

Nigerians with their unnecessary Pride. We all know the Nigerian Education system can not be compared to that of the US, yet the US could evaluate HND to be equivalant to Bsc. Let come to think of if that does the Bsc graduate Know that the HND holder don't know? I am a graduate of both the University and Polytechnic. I know very well what am talking about, there is absolutely no need for the decrimation. Been thought by a professor does not change anything. An HND holder will measure up with a Bsc hold any day any time all things being equal.

Na wah for Nigerians, for decades the airports were left to rot! all the billions of naira of allocations for the aviation ministry were all looted and nobody talked. at least for once we are having a face lift of our airports. It is now a scam. So who will ever be interested in doing anything for the country. Yes, there could be some corruption, but it is nothing new to the country. But to call the airport Upgrade a scam is wrong. What happened to all the other ministers of Aviation that did absolutely nothing. If she is guilty in any area then, let her be tried on that area dont rubbish all what she has done. If we look critically at every ministry, I bet you, you hardly find anyone that will not have questions to answer.

IT is now a crime for any state in the country to engage anybody or an organisation other than the Board of Internal Revenue Service (BIRS) to collect approved taxes.

These taxes are to be published soon by the Joint Tax Board (JTB), an umbrella body of all tax jurisdictions of the three tiers of government in the country.

The new policy, which is with immediate effect, will henceforth attract serious penalties for any state that contravenes it. Accordingly, the JTB has been instructed to “immediately monitor compliance or otherwise by all tax authorities and report cases of infraction to the National Economic Council (NEC) for action.”

This is one of the high points of the new road-map for the implementation of NEC’s resolutions on harmonisation of taxes and levies across the federation developed following complaints to the Federal Government by operators of the real sector under the aegis of Manufacturing Association of Nigeria (MAN) in the country that the multiplicity of taxes and levies country-wide numbering over 79 were impinging on their expansion and was equally responsible for the shutdown of some businesses in the country.

The implication of the new policy to states and the Federal Capital Territory (FCT) Administration is that it will lead to downturn in their internally-generated revenue (IGR) which at the moment is buoyed by the appointment of tax contractors who in most instances are not tax professionals and who introduce all manner of levies to raise revenue for the states.

Normally, the compensation for these contractors is based on a percentage, hence the more revenue they raise, the more their level of reward. This understanding is the attraction for the contractors to introduce illegal levies and employ thugs who sometimes manhandle citizens to force compliance.

The immediate past Executive Chairman of the Federal Inland Revenue Service (FIRS), Mrs. Ifueko Omogui-Okauru, campaigned vigorously against the syndrome and even sought a law to outlaw the practice which normally renders the statutorily recognised tax administrators in the states redundant and leaves tax-payers at the receiving end.

Stakeholders, comprising Federal Government’s representatives led by the Co-ordinating Minister for the Economy and Minister of Finance, Dr. Ngozi Okonjo-Iweala and state finance commissioners as well as representatives of local councils in Nigeria, met yesterday to adopt the tax policy in Abuja.
The policy stated in part: “Tax authorities should desist from engaging the services of consultants, and agents to assess and collect taxes and levies listed in the Taxes and Levies Act as this is in contravention of Section 2(1) of the Act. States should be strongly advised to discontinue this action immediately.”

Another major outcome of the new tax road-map is the resolution banning Federal Ministries, Department and Agencies (MDAs) from collection of taxes and levies because this is a violation of the Taxes and Levies Act.

The resolution said: “Mr. President is to issue an Executive Order to all federal MDAs to stop collection of taxes and levies in violation of the Taxes and Levies Act and also directing the Inspector-General of Police to dismantle all road-blocks across the federation for tax collection. Commissioners of Police will be required to ensure compliance within states.”
This action, under the road-map is a short-term measure and is expected to be concluded by the end of 2013. To enforce this, the NEC Secretariat is mandated to work with the Head of Service and the Office of the Accountant-General to prepare the draft Executive Order and a memo for the Vice President to convey the decision of NEC to the President.

Okonjo-Iweala had earlier while disclosing the discussion of the review resolution appealed for the understanding and co-operation of the states in the final adoption of the resolution, saying that the scourge of multiple taxation was harmful to the nation.
She gave a background to the committee’s task and the expected outcome of its assignment: “As we all know, the issue of multiple taxation is one, which has been on the front-burner for many years now in Nigeria. Despite several attempts by the government to tackle this issue, it has remained unabated - affecting both big and small businesses and the movement of goods and services in the country.
“This is particularly harmful to the economy because multiple taxation increases the cost of doing business in Nigeria, discourages local trade and investment and also gives a negative perception of the Nigerian business environment to foreign investors. According to the MAN report, some states have as many as 97 different taxes, levies and charges that are imposed on businesses. This is simply not economically viable - the costs to the government of administering these various taxes and the costs to business of paying these taxes outweigh their benefits to both the private businesses and the government. A recent World Bank report shows that for every 100 naira that businesses have to pay in taxes, they pay about 35 naira in compliance costs. This is a waste of capital that could be reinvested in these businesses to grow them and create more jobs for our economy. By streamlining and harmonising taxes across the federation, we would increase Nigeria’s productive potential.

“In addition, the multiplicity of taxes on the transportation of goods impairs the integration of internal markets and the establishment of a fully integrated economic space within Nigeria. By impairing the integration of the national market, these mobile levies also reduce competition between companies located in different states in Nigeria. With increased competition, we could bring down prices for consumer goods produced by these companies and make our local companies and exports more competitive in the global market.

“The implementation of these recommendations will not only increase economic efficiency but also make enforcement simpler. Reducing the total number of taxes paid, increasing transparency as to how and what to pay, and facilitating procedures for filing taxes, will be essential to reducing high compliance costs and in so doing, increase Nigeria’s tax compliance rate and also the revenue. This is going to be a historical piece of work. We are very happy to embark on it because it is something that needs to be done. I know that uncertainty in the tax environment makes it difficult for businesses to thrive. Therefore, we have to have a transparent process that makes it easy for people to know what taxes and levies to pay and to harmonise these activities across the country.”

Okonjo-Iweala then challenged the stakeholders that they must view the task set before them as an important component of the President’s transformation agenda.

The Acting Chairman of the FIRS, Alhaji Kabir Marshi and the Secretary, JTB, Alhaji Mohammed Abubakar Lawal, in separate presentations expressed delight at the development and said the new resolution would bring sanity to the tax profession in the country. [quote]

To me this policy is senseless at this time. first they must be able know the primarily reason why investors are not encouraged to come to Nigeria. First the necessary infrastructure are not in place, Power, good transportation system - means of moving goods from one part of the nation to another (where there is the means, it comes as a high cost) which of course will increase their cost of production as compared to other part of the world, then necessary tax relief that will encourage them. Nigeria already has one of the highest import tax, and tarrif, so I should have expected a govt that has the masses in mind, to first make Power supply available( so the industries will no bear the extra cost of generating power for themselves), provide substantive tax relief including import tax relief of the raw materials for the auto-industries for a given period to enable them get well established, with all these, their overall cost of production will not be as high as it will be giving the present state of infrastructure in the country. This will also reduce the cost of the cars the will produce. Over Govt is only interested in collecting and collecting without minding the effect it will have on the masses. Increasing the Tarriff to me is not the solution to the problem of the auto-industry in nigeria. The problem is majorly the high cost of doing business in Nigeria. That should be tackled first!

Asked why he started investigating Ibori, Ribadu claim to be acting on petitions from ordinary deltans, thats another lie, Obj put him to it, simple.
In the ribadu recent interview, he said Ibori case became different because of the publicity attached to the case, the question is, who attracted more publicity to the case? is it the ordinary deltan who he claimed pertitioned ibori? No, it was Obj and his sw media crew, that was what made the difference. Obj wanted Ibori punished for forcing him to respect the constitution as regarding the 13% derivation and Ribadu was willing tool to be used.

I dont want to be seen to be holding brief for any politician since most of them are plain demons, but the Nigerian professionals are not doing better either, as a professional policeman, Ribadu should have brought changes to the system that will prevent politicians from looting instead of being an attack dog for any politician. That is the expectation of the average Nigerian.
Allowing people to loot for 8 yrs with the hope of catching them when they leave office is plain stupid.

What is expected from anti corruption agency is amendment of the laws to make it impossible to steal, and quick punishment for those who stole. If Ribadu claimed to have fought corruption, what was the result? Corruption is still as rampant today as ever. On that account, he is a failure.

When the right man comes, he will ensure that ministers, commisioners and members of the civil service who have no immunity but allow their ministries to be used as conduit for siphoning public funds by the immunity wielding politicians will be brought to book.

That efcc will not be a tool for fighting political enemies but for fighting corruption.

This is most senseless. the people you claim he attacked are they corrupt or not? if 36 Governors are corrupts, he can not get all 36 at a time. If Ribadu was give more time, or people would have been convicted. Sincerely speaking I think the guy who gave you the estimate in terms of quantity is doing a good job. His figures are ok as long as he's not going to do a substandard job. Let me try my rickety brain to go through your figures one at a time:
The qty for 16mm rods are ok. I estimated about 43 pieces and he's asking you for 39 pieces (this is ok 'cos I added a bit of excess).

I guess the 12mm rods will be meant for the lintel concrete work, I do not know the number of windows (and the different sizes of the windows) your house will have hence I do not know how to make an estimate here.

The 8mm rods will be used for rings round the 16 mm rods (at defined intervals) in forming the cuboid shapes for the pillars and rings for the 12mm to form the cuboids for the lintel work. 25 pieces of 8mm rods is also reasonable considering the quantity of the 16mm and 12 mm rods. 2 bundles of binding wire is ok as well.

The workmanship of 40k is also reasonable, based on my experience, however you can still try to beat the figure down a bit. 30k will be a good starting point and then you can settle for 35k after a bit of bargaining.

Generally the quantity of almost every other material is reasonable and the labour charges are equally reasonable.

I however have a big concern with your choice (or your mason's choice) of using gravel for pillars. My brother I beg you to please avoid doing that. If you have to delay your project to addd more money to purchase granite, please do so. You can use gravel for lintel work (if you choose to conserve money), but never for pillar or deck work. Granite is about twice or at most 3 times the cost of gravel. USE GRANITE for all your pillars beams and deck work. Spending an extra 100k on granite is nothing compared to the total cost of the project which (by my little) estimate will be more than 10 million Naira. What is worth doing is worth doing well.

On the post lintel block work: I do not know the size of  your house nor the dimensions. Hence I cannot tell if the quantity of materials are ok or not. However going by the initial quantities, I'll assume the estimates here should be ok too.

Lastly, you'll notice I have not said anything about the price of materials (I only made comments on labour costs), this is because I've no clue what the costs of building materials are lately. I'm living abroad and was only home last November when prices were still reasonable. So forgive me for not being able to give an opinion on the prices. You can verify the figures by getting the price of each material from some other sources independent of the guy who gave you the above estimates. Check at least 2 other independent sources for the price of the materials, and proceed to make purchases based on the most reasonable figures (not necessarily the cheapest figures o)!

I have been told to pay #228k for "State Govt Approval" for my building plan and #185K for (2010, 2011, 2012) tax clearance. This fees just keep coming, i haven't started building but i have spent close to 1M on fees alone. Oga spyder, please ask ur client if he had to pay this fees before commencing on his duplex. My plot is fenced and gate recently installed. Can i proceed with Foundation/German floor before paying these fees?

That is the reality in PH now my friend. I faced the same thing too. The truth is that even if you pay, you will still not get the approval on time. The State approval takes time. If you do not get the approval and you start any work the task force people will still come to disturb your and ask for your approval and when u fail to produce it, they will write on ur wall or fence "stop work" they will want to take money from you that you have contravene the law by starting the building without state approval. It is really a very terrible thing going on in PH now. the common man is suffering. The best bet is the get to know the task force around that area first, before you start anything that way you can get along and take your time to get the state approval. It takes time. I paid since last year september/october, and by Jan when i returned to nigeria, i attempted to start foundation, then i meet this taskforce people,even with the evidence i showed them, that I have paid for the state approval, the insist to see the approval. I even called the guy rom the state office that is handling it but that could not resolve the issue. I had to give another moni. So it is a mess. My Advice, get to the state taskforce in charge of the area you are building and have an understanding, so you can start otherwise, if you have to wait for the state approval, it may not come out in the next 1 year. even when you have someone in the state office (urban development office) doing it for you. mine is still not out till now.

I used that wing in May and in real life it is still a shithole. No A/C, the toilet stinks to high heaven and fraudsters/scam artists operating right where these pics were taken.

you are liar! i used the same airport too, there is nothing like HDR imaging effect. why can you people appreciate any thing. You guys just have the mentality that nothing can improve in Nigeria. I travel in to Nigeria and Out every two months I know how much they have improved. There is nothing fake in the pictures that is what it is now. Stop all those hater's stuff.

lawali: Spyder, I just picked something important from this idea. My builder have started raising the blocks and am feeling uneasy that some errors may be committed. When I last visited site, i noticed some extension beyond what's on plan. I pray the error in block workswill not be catasrophic. Feeling like jetting to site 2morrow.

I also picked a very vita point too. the same thing happened to me, when I visited my site, there are some extension/addition of walls beyond what is on the building plan even without consulting me he(my builder/engr went ahead to make extensions/addition. Spyder did the right thing, any extension or addition should be discussed with the owner of the project, because it may add to the overall cost of construction besides other things.

You are right! I wonder! This is a very old story, The OP is definitely up so something! People should let the president be! allow to do his work. One day he will be out of there and another person will take over! so let him be. People voted for him, if you are not satisfied with his work, then vote another person next time. All this haters stunts should stop!
