I think it will also serve us better in Nigeria n Africa if will adopt our own peculiar form of English to conform with our written local dialects since our alphabets n pronunciation is almost same,may be we can call it Afroenglish n our spelling should be like 'kom' instead of "come' etc,I believe this will make learning easier n faster n also solve the problems of a common lingual franca in most of our diverse countries.

Press Release: Card Reader Not Included In Electoral (Amendment) Bill Transmitted On August 3, 2018.

Per the release I issued on September 3rd that Mr. President has withheld Assent to the above Bill forwarded on August 3, 2018 and praying that by convention the content of Presidential communication to the National Assembly should not be fully released until read on the floor, speculation has been raised that '' card reader'' provision is one of the issues that determined Mr. President's decision.

For the avoidance of doubt, I hereby state expressly that the card reader Provision addressed by section 49 of the Principal Act was Completely, Expressly And Unequivocally Excluded And Not In Anywise Part Of The Provisions Of The Bill Forwarded To Mr. President on August 3, 2018 and could therefore not form part of the consideration of Mr. President.

In the communication of Mr. President to the National Assembly on the Bill transmitted on February 20, 2018 and the 2nd one transmitted on June 27, 2018 to him for consideration, there was no mention of card reader as subject of infraction nor reservation in any manner whatsoever, although there was provision for card reader in these two previous Bills which were now expunged by the National Assembly in the August 3, Bill transmitted.

For further clarity, the Bill of 20th February had 43 Clauses, and the revised Bill of 27th June had 41 clauses. The current further revised Bill of 3rd August which now excludes the card reader has just 15 clauses in the absolute wisdom of the National Assembly and Mr. President has no constitutional or legal authority to add or remove any provision to or from what the National Assembly has transmitted to him.

Clause 19 of the 20th February transmission States:

“Section 49 of the Principal Act is amended by substituting for subsections (1) and (2), new subsections “(1)” and “(2)” –

“(1) A person intending to vote in an election shall present himself with his voter’s card to the presiding officer for accreditation at the polling unit in the constituency in which his name is registered.

(2) The Presiding Officer shall use a Smart Card Reader or any other technological device that may be prescribed by the Commission, for the accreditation of Voters, to verify, confirm or authenticate the particulars of the voter in the manner prescribed by the Commission.”

Clause 17 of the 27th June transmission adds Paragraph 3 to the above which reads

"(3) where a smart card reader deployed for accreditation of voters fails to function in any unit and a fresh card reader is not deployed, the election in that unit shall be cancelled and another election shall be scheduled within 24 hours.”

Finally, it is the withholding of Assent by Mr. President to the latest transmission of August 3, 2018, which excluded the card reader provision that has now preserved the card reader and given opportunity and vent to the National Assembly to admit the card reader provision, when reconsidering the Bill, in her absolute legislative discretion.

I pray that this will put paid to mischief and deliberate misinformation even by persons and institutions who know these facts.

APC n deceit, ifthe card reader is so important why did thethe president refused to sign the earlier bills with its provision?, the simple truth is APC/buhari are not interested in alterations to the electoral laws for now no matter it short comings, they view any alterations now to be against them n will always come up with all sort of excuses real or imaginary to avoid it,so all these explanations are balderdash.

ABUJA – PRESIDENT Muhammadu Buhari Tuesday appealed to the National Assembly to hasten the passage of the Proceeds of Crime Bill before it in order to strengthen his anti-corruption war in the country.

This is as the President has vowed to make optimal use of proceeds of recovered loots to address the economic and social problems and has promised to block loopholes for stealing public funds.
The President made the appeal when he received report of the committee on the Audit of Recovered Public Assets which he set up last year to carry out a comprehensive audit of assets and funds recovered by Ministries, Departments and Agencies between 29th May 2015 and 22nd November 2017.

The three-member Committee which said it had recovered N769 billion is chaired by Olufemi Lijadu, an accountant from the Auditor General of the Federation office, Mohammed Nami, and Gloria Chinyere Bibogha.

Pointing out that assets recovery is an integral part of the war against corruption, the President said the committee was empanelled not only to reconcile different figures released as recovered loot since 2015, but to also evolve a proper management, transparency and accountability culture in the management of recovered assets

According to him: “Our asset recovery and management system will in future be transparently, effectively and efficiently managed, and we will set out a fresh template of public accountability in the country.

“However, a key tool that will revolutionize our asset recovery and management architecture is the Proceeds of Crimes Bill which is currently awaiting passage by the National Assembly.

“Once the Bill is passed and assented, many of the challenges facing our asset recovery and management practice will be adequately taken care of as the Bill addresses most of the challenges facing effective asset recovery and management in Nigeria. I therefore encourage the National Assembly to take necessary steps to pass the Bill.”

He promised that proceeds of assets recoveries would be optimally used to address economic and social problems, while loopholes for stealing public funds must be blocked; even as he assured Nigerians that the findings and recommendations of the Committee would be carefully examined and given due consideration with a view to implementing the recommendations.

Attorney-General of the Federation and Minister of Justice, Abubakar Malami, who stressed that the committee’s work was intended to avoid a re-looting of the recovered assets, proposed that projects funded by recovered loot should henceforth be appropriately captured in national budgets.

Giving a mini breakdown of the recovered assets, Malami said: “The federal government recovered N13.8 billion from tax evaders in May 2018.

“In May 2018, government paid N439.2million to about 14 whistle blowers who gave specific information on tax evasion.

“Again, N3.8 million, $378million US dollars 27,800 pounds was equally recovered from public officials.

“In summary, the recovered funds by the three-man committee is N769 billion naira cash, recovered within the period under review.”

Chairman of the Committee, Lijadu, in his brief remarks, disclosed that it was complied in four volumes even as he appealed to government to always deploy recovered assets properly.

Lijadu said, “The government agencies covered by the audit are the Economic and Financial Crimes Commission (EFCC), Independent Corrupt Practices Commission (ICPC) Nigeria Police Force, Pension Transitional Arrangement Department, PTAD, Federal Ministry of Finance, Ministry of Justice, Office of the National Security Adviser, ONSA, and Department of State Security, DSS.

“The Committee obtained access to records including bank statements and other information from government agencies, banks and other organizations regarding recovered cash and non cash public assets. The Committee as required by its Terms of Reference, reviewed and attempted to reconcile the recovered assets as declared by agencies with the actual recoveries made.”

A bag of garbage, if at all any money is recovered it should go to the federation account in CBN to be shared among the tiers of government, the federal executive council can also meet to decide what should be done with any recovered assets, all this talk of a bill been passed before the so call recovery can be use is just pure deception n propaganda, tomorrow when APC/buhari are ask to be specific about the so call recovery they will tell you it is still a subject of judicial litigations but now they are shouting about some imaginary huge recoveries yet they keep borrowing everyday what an irony!

I honestly give up. Some of you guys have no understanding of how economics works at all.

1.We import most of the fuel we use in Nigeria

2.The landing cost of imported fuel is above N170 per liter.

3.NNPC pays a ''subsidy'' to keep the fuel price at N145.

4.That is why most marketers cannot import fuel, why NNPC is the SOLE IMPORTER of fuel..and why NNPC partly cannot declare its assets.

5.And that is why we keep on having fuel scarcity...because most marketers cannot make a profit at N145 per liter.

6.We need oil to be at $140 per liter to break even. Right now...we don't have enough to do so because oil has been below $75 since 2015!

7.GEJ tried to increase fuel to N140 from N65. You Nigerians protested...so we beat it down to N97...and then to N87 and that is partly why GEJ could not save forex...because we were wasting it on fuel. Meanwhile....scarcity was happening...and by 2013...fuel was being sold above the market price of N97 excpet in Lagos and Abuja...because most marketers could not survivie on profits as low as N2 per liter.

8. Please stop misinforming people. Venezuela is where it is because they import all they need and because they overspend all their money on subsides they cannot sustain, and because their govern,ment is imcompetent. Not because America...who buys most of their oil and pays for it.

9. And you APC and PDP guys better get our country off oil!

Thanks for points you raised but I have some questions to ask,why is buhari not stabilizing the international oil price as he promised during the campaigns?, why is APC/buhari still paying subsidies on fuel after terming it a mirage n avenues of corruption?, why hasn't buhari gotten the refineries to work optimally after cancelling the contract for the comprehensive overhauling awarded by the last administration? lastly I hope this is not an attempt to test the ground for an anticipated price increment?.

The way forward is just to elect leaders with the required intellect,physical fitness, mental alertness, managerial experience n acumen,the political will n an urbane nationalistic leader to pilot the affairs of the country, there is the need to also take deliberate measures to instill a true sense of unity n belonging amongst Nigerians such as constitutionalising rotational elective leadership among all the tiers of government,participating in pre election open debates were the audience can directly question the candidates should be made compulsory etc.

The Nigeria Ports Authority has landed itself in crisis after it awarded huge contracts to a company known to have received bans from conducting any business in some parts of Europe.

Anti-corruption non governmental agency, Cardrell has revealed the extent of corruption that has gone down at the NPA.

Cardrell’s investigations, made available to ALEDEH revealed that the company was awarded a contract of $70million without bidding at all and that some senior figures in the NPA enjoy special benefits.

It was also revealed that foreign news outlets have reported the case of the Cypriot Dredging Company and had gone all out for the NPA in their reports, but quite alarmingly, the agency still went ahead to sanction a deal with the banned company.

According to an investigative assessment by Cardrell of NPA’s involvement in the high-ground corrupt practise, it said;

“Sometimes in February, 2018 we stumbled on a letter from the Permanent Secretary of the Ministry of Transport to the Director General, Bureau of Public Procurement, requesting the issuance of a Certificate of No Objection for the award of contract on remedial works at Escravos Channel-Replacement of Aids to Navigation and Minor Dredging at Delta Ports, Warri, to enable it award the said contract to Messrs Dredging International Services Nigeria Limited at the sum of Forty-Four Million, Eight Hundred and Sixty One Thousand, Five Hundred and Ninety-Six US Dollars ($44,861,596.81).

Upon investigation, we discovered there was indeed a previous bribe for contract scandal involving the NPA, and the said company. Surprisingly, the said scandal was conspicuously reported in major news in Nigeria, Overseas and various online news portals, ranging from;
Vanguard Newspaper of 24th August, 2017; Tribune Newspaper of 17th October, 2017; Punch Newspaper of 12th October, 2017; Thisday of 30th July, 2017; Nation Newspaper of 12th October, 2017; Premiumtimes on the 18th of June, 2017; newtelegraphonline on the 24th of August, 2017; businessandmaritimewestafrica.com on the 17th of October, 2017
Even, Organized Crime and Corruption Reporting Project – an International Online Magazine – reported it thus;
NPA awards dredging contract worth US$70,000,00 Seventy Million US Dollars each year to Dredging International Services, without competitive bidding, as required by the Nigeria Laws.

And till date this convicted company is believed to have won jobs worth at least (N717 ,000,000,000.00) Seven Hundred and Seventy Billion Naira (US$2,280,000,000.00) Two Billion, Twenty Eight Million US Dollars from NPA.

We immediately wrote a letter dated the 6th day of March, 2018 to the Director General of the BPP drawing his attention to the notorious fact that the company they were about awarding a contract to, Dredging International Services Nigeria Limited, was convicted by a court of competent jurisdiction in Switzerland, and that awarding the contract to the said company would be contrary to clear provisions of S. 16 (cool (e) & (f) of the Public Procurement Act 2007.
Sometimes in April, 2018, we got a call from the Economic and Financial Crime Commission (EFCC), Lagos office that our petition to the BPP has been referred to them for investigation. We immediately visited the EFCC office on Awolowo Road, Ikoyi, Lagos, where we made statements and submitted documents and were also grilled by a group of investigators, who then promised to get back to us, if the need arises. We have subsequently visited the office of the EFCC severally thereafter, and they have promised investigations into the matter was still ongoing.”

The investigations also involved a publication by This Day Newspaper where members of the public were invited to a public hearing by the House of Representative Joint Committee on Ports, Harbours & Waterways and Public Procurement over the case.

“By a Thisday Newspaper publication dated the 13th day of May, 2018, the House of Representative Joint Committee on Ports, Harbours & Waterways and Public Procurement in exercise of its investigative/quasi-judicial powers, as defined in S. 88 & 89 of the Constitution of the Federal Republic of Nigeria, 1999 (as amended) invited members of the public to a public hearing/investigation into the matter and called for memoranda/position papers from the general public in respect thereof.
We prepared and presented a position paper to the House Joint Committee on the 31st of May, 2018 where we reiterated our position and we urged the House to invoke her powers under Section 88 and 89 of the 1999 Constitution (as amended) to request NPA to reverse the award of the contract on the ground that the foreign company, the contract was awarded to, Dredging International Services Ltd, was a sister company of a convicted company (Dredging International Services Cyprus, both subsidiaries of DEME Group Belgium) having been convicted upon an investigation by the office of the Attorney General, Department of International Affairs, Switzerland on allegations that the company and some officials of the NPA were alleged to have been involved in a bribe for contract scandal of Twenty Million U.S. Dollars ($20,000,00) and subsequently convicted on the 2nd of May 2012 and fined One Million Swiss Francs, by the court for bribing Nigeria officials. We also prayed the Committee to blacklist the said convicted company from Bidding for or executing contracts in Nigeria in accordance with S. 16 (cool (e) of the Public Procurement Act 2007.”

The Dredging company received the contracts despite many sanctions against them and are still convicted in Europe for illegal transactions with Nigerian companies and other criminal offences.

Nwegbu, who made a presentation on the recent earth tremor in Mpape, in the Federal Capital Territory (FCT), maintained that there was no cause for alarm and called on the residents not to panic.He explained that a team of geologists and geophysicists was already on a fact-finding mission, saying that earthquakes tend to be concentrated in particular zones.

The director general maintained that many of such earthquakes have been reported in Ghana, Guinea, Liberia, Ivory Coast, Cameroun, though largely unsubstantiated, had been in parts of Nigeria, adding: “Earthquakes could be generally defined as a sudden vibration, sometimes violent, of the earth’s surface that follows a release of elastic energy in the earth’s crust.”

He stated that a sudden dislocation of the crust generates this energy when the built up stress exceeds the strength of the rock mass, adding that it is called seismic waves, noting: “This preliminary investigation, therefore, associate the tremor to quarrying activities in the area, which involve intense blasting that led to stress accumulation. Mpape is yet to be established.”
He, however, said the agency was keeping a close monitoring team to have a detailed survey in the area, involving reflection seismic and gravity measurement, to fully unravel immediate and remote causes of the tremor.

Facts have emerged in Kano yesterday that members of Tricycle Riders Association that converged at Sani Abacha Stadium last Wednesday to burn red cap which symbolises Kwankwasiyya Political Movement were promised the sum of N10,000 each.


Some of those who took part in the exercise told our correspondent yesterday morning at newspaper stand on Court Road, Off Zoo Road, even though most of them were supporters of Senator Kwankwaso the decided to take part in the exercise to enable them collect N10,000 each as was promised.
Alh. Sani Sharu Dala who is the chairman of a Tricycle Riders Association when approached by Blueprint said he was there he collected his payment and did what was expected of him and left adding that he was not aware that some people were paid N2,000.
Another member of the union, Ahmed Muhammed noted that he was there because he is a supporter of Senator Kwankwaso saying that instead of burning the red cap given to him by the APC officials he decided to pocket it because he would use it to continue propagate the ideals of Kwankwasiyya.
He confirmed that the exercise was done by APC Chairman in Kano, Alhaji Abdullahi Abbas to embarrass former governor who launched his presidential bid.

We have a very bad habit of wasting available resources in this country.

With about 200 million people we still dont know how to manage our human resources.

See the way we have been flaring gas for decades yet we can export it or domesticat it.....

Refining cannabis and exporting it as a Medical Product is a welcome development.

Opium is exported from Afghanistan and brings in revenue for that country.

A presidential aspirant on the platform of the Peoples Democratic Party, PDP, Alhaji Atiku Abubakar, Tuesday, challenged anyone with evidence of corruption against him to come forward.

Eyes Of Lagos gathered that, The former Vice President reiterated that allegations of corruption against him were false and a figment of imagination of his political enemies, saying up till now nobody has been able to come forward with any evidence linking him to any corrupt practice.


He said: “If you have any evidence of corruption against Atiku, please come forward. But nobody has been able to come forward.” Atiku said this while addressing prospective delegates of the party in the State for the forthcoming national convention in Ado-Ekiti, Ekiti State.

He said: “I have come to appeal to you to support me in our party’s convention. I have the programme that will best develop this country. I wish to appeal for your individual and collective support.” He described Governor Ayodele Fayose as “brutally frank…I like the way you do things. You’re brutally frank. You say your mind, it’s a very very rare quality. So, I commend you for who you are. We will stand by you and the party in Ekiti until you retrieve your stolen mandate.” In his remarks, Governor Fayose urged the PDP to unite in order to wrest power from President Muhammadu Buhari. He said: “The task before the PDP at this time is not about who has been in the party before and who is just joining. It is about rescuing Nigeria and its people from the calamity of the Buhari government.”
If obasanjo fails to take up this challenge, then he is a baboon.

The Independent National Electoral Commission, INEC, in Kano has registered over 5 million eligible voters that would cast their votes, in the 2019 General Elections.

In a statement signed by the Commission’s spokesman, Alhaji Garba Lawal Muhammad and made available to reporters on Tuesday ,said, during the recently concluded , Continuous Voters Registration (CVR) “540, 792” newly registered voters were captured, in Kano.

“The results of the successful conduct of the Continuous Voters Registration(CVR) and Distribution of the Permanent Voters Card,(PVC) is as follows, total CVR 540, 792, total transfer 11,504, PVC collected 56, 405, total of uncollected PVC’s 517, 927.”

Garba noted that, the concluded exercise also recorded 46, 258 cases that comprises of loss of voters card, defaced cards and applicants, who had approached the commission for corrections to be carried out on their voters cards.

According to him, “Total number of voters in Kano, including the 2015 registered voters stands at 5,535,703. This figure may change, after consolidation of data and AFIS.”

He said that, security agencies played an apparent role that ensures the hitch free PVC collection and CVR exercise in the state.

Garba assured the people of Kano, that the commission is committed toward the conduct of free, fair and credible elections.

“We also want to call on all those who registered in 2011, 2014, and 2017 and have not collected their PVC, to visit INEC Local Government Offices statewide to collect their PVC.” Garba stated.

He further stated that, residents who were captured during the 2018 registration exercise would be issued with their Permanent Voters Cards, PVC, prior to the staging of the 2019 General Elections

All these awards are appearing manipulative now,one would have expected Rinaldo to have won the uefa champions league best player n luka modric likely winning the world best for his efforts at the world cup but the whole thing is just mix up n suspicious now,how come griezman is not even mentioned at all?,me thinks these awards should be organized immediately after the tournament under review because I'm sure that most voters took the world cup performance into considerations in voting for modric in the uefa awards which shouldn't be the case.

A Zimbabwean VP, Kembo Campbell Mohadi, has cried out for help over the torture he receives from his wife, Tambudzani Bhugadi Mohadi.

The VP accused his estranged wife of sending threatening messages to him after he instituted divorce proceedings in 2017, reports iHarare.

Mohadi approached a civil court in Harare seeking a protection order against her. He told the court, “I am a law-abiding citizen and given the increasing incidences of people who are killing their spouses for passion, I pray that this honourable court protects me against the threatened violence.”

“I have approached this honourable court seeking a protection order against the respondent in terms of the Domestic Violence Act, in that the respondent is a very abusive person and/or a person of a violent disposition such that I am now living in fear of my life.

The VP claims that his estranged wife started behaving violently towards him after she was served a copy of the divorce summons.

“The respondent has escalated her violent tendencies against my person [Mohadi] and even calling me on my mobile phone while insulting me and threatening to tarnish my image, which has the potential to damage my political endeavours in view of my political office and as a member of the government,” Mohadi said in his founding affidavit filed under case number DV1797/18 in a matter set to be heard on Friday.

His estranged wife is said to have started selling off their matrimonial property before the finalisation of the divorce matter in order to defeat the ends of justice.

Mohadi also claimed that his wife has gone to the extent of turning their four children against him.
