So, in this case, cities listed as most dynamic are the cities that are changing very fast, it could be environmentally, infrastructure-wise, socio-economically and so on, but JLL uses socio-economic and commercial property metric..... Many north African cities usually dominate that in the 2010s.

As you've stated QOL is not infrastructure alone....however to reply to the bolded, firstly Durban is not that far ahead and secondly in terms of Infrastructure development SAs major cities are very very very similar
