The thing is, family issues are not really taken seriously most times especially if there are no evidences. They'll only advise you to go settle among yourselves. Which is what I think they did and now you're bearing the brunt of going to report your Mom.

Despite they denied it, there might be some positive change in their attitudes towards her. You don't have to be angry with the small child for not speaking up as she is just afraid of the unknown and remember she is an orphan. Also, your grand mum should have protected you. Please forgive the small girl, she is afraid. Your mother will be watching her back now even your dad, they know you are not through with them yet. Just start looking for evidence, put memory card in your small phone and record her abuse.
