It actually started before 1960 by the complaints filed by the minorities before the colonial masters. There was a study to confirm the allegations against Ibadan western govt and they found that the allegations were true. Aburi was not just calling for a return to regional govt but to demand that Gowon halt creating COR region. When Gowon announced decree 8 that rescinded Ironsi's decree 34 , only same Ojukwu opposed it because it had embedded in it a clause in creating COR region and for regional armies.
